Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using simplified acquisition procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation shall be posted on both FEDBIZOPPS (http://www.fedbizopps.gov) and NECO (http://www.neco.navy.mil/). The RFQ number is N00244-05-T-1176. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-05 and DFARS Change Notice 20050901. It is the contractor’s responsibility to be familiar with the applicable clauses and provisions. The NAICS code is 334516 and the Small Business Standard is 500 Employees. This is a sole source action with Vicon Motion Systems, Inc., Lake Forest, CA. The Fleet and Industrial Supply Center, San Diego, Detachment Seal Beach requests responses from qualified sources capable of providing: Motion Capture System equipment to be used for detailed position and posture tracking of human bodies, limbs and joints in order to properly model and render humanoid avatars in immersive virtual environments. CLIN 0002 (1 Lot) - VICON iQ2.0 Studio Software. Allows for batch post-processing of heavily-occluded data; Fully automated data editing; VICON RealTime II engine & RealTime controller interface; graphical template construction module. CLIN 0003 (1 Kit) - VICON MX Entertainment Accessory Kit includes: 50 off 14mm Hard Marker on Plastic Base; 20 of 18mm soft on integral vecro base; 1 off 15cmx 15cm Retroreflective Square; 1 off Small Lycra Suit; 1 off Medium Lycra Suit; 1 off Large Lycra Suit; 1 off Extra Large Lycra Suit; 1 roll of Velcro Hooks; 1 roll of Velcro Loops; 4 sets of Head/WristBand; 10 sets of 100mm wrist bar; 1 off Scissors; 1 off Allen Key Set; 1 off Gaffer Tape; Accessory Kit Case. The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of int! ent is not a request for competitive proposals. However, the Governmen t will consider all proposals received within 5 days after date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a quote, which shall be considered by the agency. Award Criteria: Award will be made upon price reasonableness determination, contractor determination of responsibility with the meaning of FAR Part 9, and acceptance to the provisions set forth herein.
