- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement consitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Purchase Request F1AF1C526A200 is a Request for Quotation (RFQ). The resultant award will be a one-year (12 months)firm fixed-price indefinite delivery purchase order. Individual delivery orders will be issued from time-to-time throughout the life of the contract as requirements for contractor expertise becomes necessary. The Air Force has a requirement to acquire the services on-call expertise of several subject matter expertis, with include, but not limited to experts to provide information, advice, consultation in the area of sexual assault, interpersonal violence and/or domestic violence. In FY2005, the Air Force implemented DoD policy regarding the Prevention of an Response to Sexual Assault. Experts shall be available to provide on-call services, which includes, but are not limited to the following: Non-stranger sexual assault and other forms of interpersonal violence; experience with college and unitveristy programs related to sexual assault and other forms of interpersonal violence, or research involving the same issues; trauma associated with interpersonal violence, specifically sexual assault; developing educational material related to this subject, which may include training of first responders (e.g., lawyers, investigators, medical personnel) and others; extensive experience which would prove credible in congressional testimony; and preferably, experience working with military unique issues. The contractor wiould be required to provide experts for short periods of time, which may include presentations and require travel. To determine if an offeror can satisfactorily meet this requirement, quotations must identify relevant (3 years or less) experience and expertise in subject matter. In demonstrating experience and expertise, offeror shall demonstrate extensive, direct, in-house experience and expertise on issues related to sexual assault and other forms of interpersonal violence; extensive, direct, in-house experience and expertise on issues related to sexual assault and other forms of interpersonal violence; established, recognized credibility on these issues; ability to respond to requests for expertise or information on short notice; established professional relationships with other experts on issues related to sexual assault and other forms of interpersonal violence; ability to bring in other experts on short notice, as needed; prior experience with development of training and professional presentations on issues related to sexual assault and other forms of interpersonal violence; ability to assist with training or presentations on these issues; strong public speaking experience on these issues; experience with victim advocates working on these issues; and some experience in dealing with sexual assault and other interpersonal violence in a military culture. The applicable North American Industry Classification code is 541611. Representation and Certifications may be completed at http://orca.bpn.gov. This combined solicitation/synopsis is being solicited on a sole source basis, with anticipated award to Legal Momentum, 395 Hudson St Fl 5, New York, NY. All responsible sources may submit a quote, which will be considered by the agency. The NAICS 813319 , size standard $6.0. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005. Applicable FAR clauses and provisions will be incorporated in the resultant award. To be eligible for award vendors must be registered in the Central Contractor Registration (CCR) is mandatory at www.ccr.gov. The Government reserves the right to cancel this requirement, with no obligations. Costs for preparation of quotations will be borne by the offeror(s) submitting proposals in response to the solicitation. Offerors shall identify the skill set and burdened labor rates necessary to meet this Air Force requirement for a 12-month period. Burdened labor rates shall be firm-fixed priced. Quotations shall be submitted to this office not later than than 4:00 PM on Tuesday, 27 September 2005.
