Description
The work covered in this project consists of furnishing of all plant, labor, equipment and materials for the Repair Roofs Hangar 3 and 4 at McChord AFB, WA. Conditions: Re-roofing project encompasses two (2) barrel-vaulted hangar roofs (constructed in 1939) consisting of 24-inch wide (approximate) steel corrugated panels (22-gauge) spanning approximately 5 feet between structural steel roof purlins. Roof panels have been coated over the years with both asphaltic and elastomeric (acrylic) type emulsions. An internal gutter (48 inches wide) separates the two barrel-vaulted roofs and was recently recoated in 2003 with a “Kemper” 1-ply (V210) resin roofing membrane which will require full protection during this project. Perimeter offices and shops are located on three sides of the overall hangar complex consisting of both one and two story (lean-to) structures with low-slope built-up roofs adjacent the main hangar bay(s).The contractor will be required to install 60-mil single-ply roofing membrane over approximately 160,000 square feet of barrel-vaulted aircraft hangar(s) utilizing a thermoplastic roof membrane (polyvinyl chloride – PVC compound) fully adhered over mechanically-fastened reinforced gypsum recover board installed over existing corrugated steel panels. PVC membrane to be supplemented with mechanical fasteners/bars and or plates at perimeter locations in accordance with standards established by factory Mutual Research Corporation (FMRC) providing a Roof System Classification of Class-1 (Fire Resistance) and Class-90 (Wind Resistance). Contract will require a 15-year Warranty. The applicable NAICS Code is 238160 with a small business size standard of $12,000,000 Million. The magnitude of construction is between $500,000 and $1,000,000. As provided by FAR 19.1305 this acquisition is being set-aside for Service-Disabled Veteran Owned contractors. Award of a contract from this solicitation will be made on the basis of Best Value to the government using past performance and price. The Government reserves the right to award a contract to other than the lowest price offeror. All relevant solicitation documents including specifications and or drawings will be made available for download exclusively from the internet by accessing the Federal Business Opportunity (FBO) Website http://www.fedbizopps.gov by following the links on the FBO website to: DOD, USAF Offices, Air Mobility Command, 62nd CONS. Paper copies will not be available. Once the solicitation is posted, interested parties to must review the website frequently for updates and amendments to any and all documents; and verifying the number of amendments issued prior to the due date for proposals. The closing date and time for submitting proposals will be contained within the solicitation package. All potential sources must obtain a DUNS number and be registered in the Central Contractor Register (CCR) in order to transact business with the Department of Defense (DOD). Lack of registration in the CCR database and failure to obtain a DUNS number will make an Offeror ineligible for award. NOTE to Offerors: WHILE FUNDS ARE NOT PRESENTLY AVAILABLE WITHIN AIR MOBILITY COMMAND TO FUND THIS PROJECT, WE ANTICIPATE FUNDS WILL BECOME AVAILABLE BY 18 NOV 05. IF CURRENT FISCAL YEAR (FY05) FUNDS BECOME AVAILABLE, CONTRACT AWARDS WILL BE MADE NO LATER THAN 30 SEP 05. IF FY05 FUNDS ARE NOT AVAILABLE, PROJECTS WILL BE FUNDED WITH FY06 FUNDS. WE EXPECT TO HAVE FY06 FUNDS BY 18 NOV 05. SOLICITATION MAY BE CANCELLED AND ALL OFFERS REJECTED BEFORE AWARD BUT AFTER SOLICITATION CLOSING DATE WHEN CANCELLATION IS CLEARLY IN THE GOVERNMENT’S BEST INTEREST.
