Description

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number FA4814-05-DHM1 is issued as a Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (Fac) 2005-05, Effective 27 Jul 2005. (iv) This procurement is sole-source to a large company. It is the Government’s intent to award a contract on a sole-source basis to L-3 Communication Corp, 1 Federal Street, Camden, New Jersey, 08103-1004. The associated NAICS code for this acquisition is 517910. Size standard is $12.5 Million. All responses from responsible sources will be fully considered. (v) Contract Line Item Number 0001, 27 Each, Repair Secure Terminal Equipment. (vi) This requirement is for the repair of Secure Terminal Equipment (STE) which provides encryption of voice and data for digital and anolog networks in a single integrated package, that is backward compatible with STU-III and PSTN connectivity. All repairs must be IAW NSA certification. (vii) Delivery is FOB Destination. Acceptance is at government site. Delivery address is: PSF Bldg 947, 8410 Marina Bay Dr, Macdill AFB, Fl 33621. (viii). FAR provisions and/or clauses referenced may be obtained from the following site: http://farsite.hill.af.mil. Solicitation Provision at FAR 52.212-1, Instructions to offerors-Commercial Items hereby incorporated by reference. (ix) Solicitation Provision FAR 52.212-2, Evaluation Commercial Items is hereby incorporated, the evaluation factors are technical, price, and past performance. Technical is more important than price which is more important than past performance. The government will make a determination of best value based on the evaluation factors cited. (x) Contractors are reminded to submit a complete copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items with their quote, if readily available. If not, the clause will be forward for completion prior to award. (xi) Clause 52.212-4, Contract terms and Conditions--Commercial Items is hereby incorporated by reference. (xii) Clause 52.212-5, Contract Terms and Conditions Commercial items applies to this acquisition. (xiii) The contractor shall offer a warranty consistent with customary commercial practices and the terms and conditions as may be required by National Security Agency. (xiv) N/A, DPAS not applicable. (xv) N/A, No numbered notes. (xvi) Contractor quotes are due NLT 1500 hours, 29 August 2005.
