Description
The Federal Law Enforcement Training Center (FLETC), Glynco, GA, intends to solicit and award a firm-fixed price contract for 1,692 Embroidered Backpacks with the following specifications: Sports backpack with Leather Bottom, Heavy Duty 600 Denier Polyester with Vinyl Backing, Color ? Black, Size 16? x 12? x 6?, Padded Straps, Double Headed Zipper Closure, Outside Pockets: two zippered front pockets, one zippered side pocket. Contractor will be required to store the backpacks with agency logo embroidered on them and then embroider class number on backpacks and issue class by class as requested by the Customer. Point of contact will provide vendor the number of backpacks and class number eight (8) days prior to date bags are required. Each class number would be embroidered on no more than 48 backpacks. Vendor will be required to provide sample of finished backpack for approval before completing order. The backpacks will be delivered to Brunswick GA 31524. Vendor to provide warranty/ guarantee information for return of defective backpack buy individual students for repair/replacement. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The announcement number for this request for proposal is 06CBP0152. This requirement is set-aside 100% for small businesses using the North American Industrial Classification System (NAICS) code of 448190 with a small business size standard of $6M. The following FAR Clauses apply to the Synopsis/ Solicitation and any subsequent award: 52.212-1, Instructions to Offerors Commercial; 52.212-3, Offeror Representations and Certifications -- Commercial Items (Offerors must submit a completed copy with their offer); 52.212-4, Contract Terms and Conditions -- Commercial Items (as applicable following federal acquisition regulations); 52.212-5ALT 1, Contract Terms and Conditions required to implement statutes of executive Orders -- Commercial Items; 52.232-33 Payment by Electronic Funds Transfer ? Central Contractor Registration. FAR 52.212-2 Evaluation ? Commercial Items (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: _____Price__________________________________ _____Past Performance________________________ _____Warranty ______________________________ Past performance, and warranty, when combined, are approximately equal to price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
