- The 96th Contracting Squadron (96 CONS/MSCB), Eglin AFB, intends to solicit and negotiate a sole source contract for engineering and installation to interface within the existing electrical distribution system, and provide an updated digital control system to interface with the AN/FPS-85 radar. The new regulator system (AC frequency converters Pacific Power Source Model 3060MS/M3235 System, SCU-UPC32/M3235) is of a modular design and will consist of 10 independent modules to be connected in parallel two groups of five each to be identified as Power Supply R1 and Power Supply R2. One module in each group will be identified as the master with the remaining four as slaves for communication and control purposes. In the event of a failure of any module with each group with the exception of the master unit the control system will isolate the problem module and alarm the operator with out loss of power to the load. These new power supply systems will replace the existing electromechanical regulators R1 & R2. The existing Automatic Transfer Switch will be reused to enhance dependability by monitoring loss of the master module in the primary power supply and automatically switching to the alternate power supply upon loss of power from the primary. Each module within each group will be installed with the capability of being isolated electrically and unplugged from the power busses for ease of replacement or maintenance. A new control system will be provided in close coordination with the radar personnel responsible for the operation and maintenance of the radar system to take full advantage of the added features these electronic power supplies offers. Contractor shall provide the following services for the installation of the new government provided power supplies for the Eglin Radar System located at Freeport, Florida. To include but not be solely limited to: a. Closely co-ordinate with site CE and Radar personnel and provide a detailed design of the installation of the new power supply system including elevations, single line and block diagrams, and interconnection diagrams as required to demonstrate a complete and operable system. Design will be submitted to site personnel for approval before proceeding with any installation. b. Provide an installation as detailed in the approved drawings coordinated in such a fashion as to minimize down time and coordinate with site personnel for shut downs required. All work will comply with the minimum standards set forth by the 2005 National Electrical Code and provided in a professional workmanship like manner. c. Provide all coordination with the power supply manufacturer to provide startup, control system programming, documentation and training for the new regulator system. d. Receive and follow all site safety regulations. e. Coordination. The contractor personnel performing work shall coordinate with the assigned site personnel. The authority of FAR 13.5 and FAR 6.302-1. Applicable North American Industry Classification System (NAICS) code for this sale is 811219. The size standard for the NAICS code is $6 million. This notice of intent is not a request for competitive quotations; however, the government will consider all quotations/responses received by COB 27 Sep 2005. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
