Description
DATES: Proposals are due no later than 3 PM Eastern Time on 28 Oct 2005. FORMAL PROPOSALS ARE BEING REQUESTED AT THIS TIME. See Section IV of this announcement for further details. I. FUNDING OPPORTUNITY DESCRIPTION: See the attached file entitled "Funding Opportunity Description". II. AWARD INFORMATION: Individual awards will not normally exceed 24 months. Awards of efforts as a result of this announcement will be in the form of contracts, grants, cooperative agreements, or other transactions depending upon the nature of the work proposed. To facilitate individual topic awards, contractors should prepare separate proposals, cost estimates, and Statements of Work for each topic area. These topic areas will be evaluated independently. III. ELIGIBILITY INFORMATION: 1. ELIGIBLE APPLICANTS: All potential applicants are eligible. Foreign or foreign-owned offerors are advised that their participation is subject to foreign disclosure review procedures. Foreign or foreign-owned offerors should immediately contact the contracting office focal point, Lori L. Smith, Contracting Officer, telephone (315) 330-1955 or e-mail Lori.Smith@rl.af.mil for information if they contemplate responding. The e-mail must reference the title and BAA 05-11-IFKA. 2. Winning contractors shall enter into Associate Contractor Agreements (ACA) for any portion of the contract requiring joint participation in the accomplishment of the Government's requirement. ACAs will be established for joint participation with the system design contractors: Lockheed Martin Advanced Development, Palmdale, CA and Northrop Grumman Electronic Systems, Baltimore, MD and also with the contractor's developing the other ISIS technologies. This requirement does not apply to contractors within the same technology development category (e.g. award of multiple novel power system development contracts). Offeror's intention to comply with this requirement should be clearly stated in the proposal. 3. COST SHARING OR MATCHING: Cost sharing is not a requirement. IV. APPLICATION AND SUBMISSION INFORMATION: 1. APPLICATION PACKAGE: THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. WE ARE SOLICITATING FORMAL PROPOSALS AT THIS TIME. For additional information, a copy of the AFRL/Rome Research Site's "Broad Agency Announcement (BAA): A Guide for Industry," Aug 2005, may be accessed at: http://www.if.afrl.af.mil/div/IFK/bp-guide.doc. 2. CONTENT AND FORM OF SUBMISSION: Offerors are required to submit: a cover letter; two PC Compatible CD ROMs with a complete proposal (including the SOW); a printed original plus 5 hardcopies of their proposal, which include separate Technical, Cost and Statement of Work volumes. Submit to AFRL/SNRD, ATTN: Jeffery Mack, Ref BAA 05-11-IFKA, 26 Electronic Parkway, Rome, NY 13441-4515, no later than 3:00 PM EST on 28 Oct 2005. The technical proposal shall be limited to 50 pages, double spaced, single-sided, 8.5 by 11-inch pages. Use type size not smaller than 12 point vertical character height. Smaller type may be used in figures and tables as long as it is clearly legible. (Note: These instructions take precedence over those listed at the link provided in the following paragraph, Proposal Preparation Instructions, Chapter 4, 1st part of paragraph 3). 3. If the offeror wishes to restrict its proposals, they must be marked with the restrictive language stated in FAR 15.609(a) and (b). SUBMISSION DATES AND TIMES: Proposals will not be accepted after 3 PM Eastern Time on 28 Oct 2005. Submission of proposals will be regulated in accordance with FAR 15.208. 5. FUNDING RESTRICTIONS: The cost of preparing proposals in response to this announcement is not considered an allowable direct charge to any resulting contract or any other contract, but may be an allowable expense to the normal bid and proposal indirect cost specified in FAR 31.205-18. Incurring pre-award costs for ASSISTANCE INSTRUMENTS ONLY are regulated by the DoD Grant and Agreements Regulations (DODGARS). 6. OTHER SUBMISSION REQUIREMENTS: All responses to this announcement MUST be addressed to AFRL/SNRD, ATTN: Jeffery Mack, Ref BAA 05-11-IFKA, 26 Electronic Parkway, Rome, NY 13441-4515. Respondents are required to provide their Dun & Bradstreet (D&B) Data Universal Numbering System (DUNS) number with their submittal and reference BAA 05-11-IFKA. 7. This BAA is open and effective until 28 Sep 2007. V. APPLICATION REVIEW INFORMATION: 1. CRITERIA: The following criteria, which are listed in descending order of importance, will be used to determine whether proposals submitted are consistent with the intent of this BAA and of interest to the Government. Evaluation Criteria: 1. Overall scientific and technical merits of the proposal; 2. Relevance to DARPA ISIS program objectives; 3. Commitment to participate with other ISIS contractors as described in Section III, Eligibility Information, paragraph 2. 4. Relevance of intermediate milestones (Go/No-Go's); and 5. Reasonableness and realism of proposed costs and fees (if any). Also, consideration will be given to the capacity and capability to achieve the objectives of this BAA. No further evaluation criteria will be used in selecting proposals. Individual proposal evaluations will be evaluated against the evaluation criteria without regard to other proposals submitted under this BAA. 2. REVIEW AND SELECTION PROCESS: The Air Force Research Laboratory's Information Directorate and Sensors Directorate have contracted for various business and staff support services, some of which require contractors to obtain administrative access to proprietary information submitted by other contractors. Administrative access is defined as "handling or having physical control over information for the sole purpose of accomplishing the administrative functions specified in the administrative support contract, which do not require the review, reading, or comprehension of the content of the information on the part of non-technical professionals assigned to accomplish the specified administrative tasks." These contractors have signed general non-disclosure agreements and organizational conflict of interest statements. The required administrative access will be granted to non-technical professionals. Examples of the administrative tasks performed include: a. Assembling and organizing information for R&D case files; b. Accessing library files for use by government personnel; and c. Handling and administration of proposals, contracts, contract funding and queries. Any objection to administrative access must be in writing to the Contracting Officer and shall include a detailed statement of the basis for the objection. 3. The Government intends to use employees from non-Government sources (MITRE, Booz Allen and Hamilton, and Science Applications International Corporation (SAIC)) to assist as technical experts, in the evaluation of the proposals. Representatives of the foregoing firm(s) participating in the evaluation process will sign non-disclosure agreements in order to highlight the sensitivity of the evaluation process to protect any proprietary information within the proposals. Should anyone not wish to have his/her proposal viewed by individuals from one of these organizations, they must include a statement to that effect in the cover letter. Otherwise, by submission of the proposal, you agree that your proposal information may be disclosed to those employees of the organizations identified above for the limited purpose stated above. Only Government evaluators, however, will make award recommendations under this BAA. Advisors will assist in the evaluation and provide input regarding the strengths, weaknesses, proposal inadequacies, risks, and deficiencies in proposals. They will not determine ratings or rankings of offerors' proposals. Access to offeror proposals will be restricted to only those portions for which the advisor's expertise is required in the evaluation. VI. AWARD ADMINISTRATION INFORMATION: 1. AWARD NOTICES: N/A 2. ADMINISTRATIVE AND NATIONAL POLICY REQUIREMENTS: 3. Depending on the work to be performed, the offeror may require an SECRET or TOP SECRET facility clearance and safeguarding capability; therefore, personnel identified for assignment to a classified effort must be cleared for access to SECRET or TOP SECRET information at the time of award. In addition, the offeror may be required to have, or have access to, a certified and Government-approved facility to support work under this BAA. Data subject to export control constraints may be involved and only firms holding certification under the US/Canada Joint Certification Program (JCP) (www.dlis.dla.mil/jcp) are allowed access to such data. 4. In accordance with DFAR 227.7103, Offerors are required to complete the attached "Identification and Assertion of Use, Release, or Disclosure Restrictions" with their proposal. 5. REPORTING: Once a proposal has been selected for award, offeror's will be required to submit their reporting requirement through one of our web-based, reporting systems known as JIFFY or TFIMS. Prior to award, the offeror will be notified which reporting system they are to use, and will be given complete instructions regarding its use. VII. AGENCY CONTACTS: 1. Questions, clarification, or concerns from offerors or potential offerors during the proposal development phase of this acquisition MUST be communicated directly to the IFKA Contracting Officer, Lori Smith, telephone (315) 330-1955 or e-mail Lori.Smith@rl.af.mil. The email must reference the title and solicitation (BAA) number of the acquisition. Questions must be submitted prior to 12 Oct 2005. Answers will be posted to CBD by 14 Oct 2005. Discussions with any of the points of contact shall not constitute a commitment by the Government to subsequently fund or award any proposed effort. All responsible organizations may submit a proposal which shall be considered. Only Contracting Officers are legally authorized to commit the Government. 2. There will be no other announcement issued for this requirement. Offerors should monitor the FedBizOpps homepage http://www.fbo.gov in the event this announcement is amended.
