This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Radio System Test Monitor (Minimum Capabilities): Operate in AM, FM, and SSB modes in a frequency band of @ MHz to 134.975MHz, and in AM, FM, Type II enhanced trunking and Motorola ASTRO VSELP modes in a frequency band of 134MHz to 499.975MHz. Must be compatible with APCO Project ?25 and Securenet DES, DES-XL and DES-OFB encryption modes. Be able to test transmit bandwith , frequency, FM deviation, AM percent of modulation, power output (1-125 watts RMS). Operate as a signal generator with a frequency range of 400KHZ to 1 GHz, with internal modulation form 0- 95% at 10Hz to 20 KHZ, and sweep generator mode coupled to spectrum analyzer trace. Operate as a spectrum analyzer 400KHZ to 1 GHZ, Cable Fault detector (Time domain reflectometer) Oscilloscope, Wattmeter, Tracking Generator, Digital Voltmeter, Frequency Counter, Distortion Analyzer, and tone sequence decoder. The following provisions and clauses apply to this acquisition: FAR 52.211-6 Brand Name or Equal. The following are the salient requirements for the communications analyzer: It must be compatible with the proprietary trunking modes of operation used by the base trunked radio system: ie, the analyzer must be capable of SMARTNET/ SmartZone Type I, II, III, Project 25 standard conventional (IMBE) and encrypted, ASTRO conventional (VSELP) and encrypted operation. (It must support AES, DES, DES-XL, DES-OFB, trunking and conventional encryption.) The analyzer must have AutoTest software capability that supports Motorola XTS5000, XTS3000 and ASTRO Saber digital portable radios, as well as ASTRO Spectra and ASTRO Spectra Plus mobile radios. Also, the analyzer must support Motorola Flash-Port software upgrades, ensuring that the analyzer can be upgraded to operate with future trunking protocols, as Motorola continues to develop them. Minimum basic features must include: Signal generator, Measurement Receiver, RF Scanner, Spectrum Analyzer, Duplex Generator, Audio Frequency Counter, AC/DC Voltmeter, Digital Oscilloscope, RF Wattmeter, Signal Strength Meter, SINAD Meter, Distortion Meter, Tracking Generator, and a Signaling Simulator. The provision at FAR 52.212-1, Instructions to Offeror?s--Commercial Items. Quotes will be evaluated and awarded to the offeror with the lowest price technically acceptable.
