Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This acquisition is issued as a Request for Proposal (RFP). The combined synopsis/solicitation number is W91ZLK-05-T-1022. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-27. The associated North America Industry Classification S ystem (NAICS) Code 517212 and the Business Size Standard is 1500. The contractor shall provide a Integrated GSM Network(IGN). The IGN shall be a scalable wireless communications network. The software based platform shall provide an easy migration path for future features and technology upgrades. System must be user first capability, auto initialization, amplifier frequency recognition and a simple web brower style interface. The system must have a No Backhaul Required Expansion site to allow the RF footprin t to be increased without the need for microwave radios or other transmission mediums. This system shall consist of the following: Rapid Deployment MSC/BSC Controller Platform: GSM Mobile Switching Center (MSC)--Provides HLR/VLR and call management functio ns for the network 2U cPCI chassis with four(4)compact PCI card slots integrated into deployable case Intel Pentium SBC Prococessor with 512 Mb RAM OS: Red Hat Linux 8.0 (2.4 kernel), (2) T1 (ISDN) interfaces to support up to 24 traffic channels in each di rection,(2) Ethernet interfaces Software Version: SR 2.X to include BSC A-interface license to support 3 single-carrier Base Stations. Additional features shall incude SMSc- Short Message Service Center-Providing SMS point to point text messaging capabilit y through a software base SMSc node. Including support for short and long text messages. The system management interface shall provide a gateway for text users directly. Secure Communications Suite: An integrated IWF support to secure communications capa bilities for in-network and for calls via the T1 PRI interfaces Support the following secure call scenarios: Mobile to/from Mobile, Mobile to/from digital ISDN and Mobile to/from Analog. Additional DSP module to provide a digital modem bank to support se cure calls via T1 PRI ports. The system shall include quantity of 3 of the following GSM single-carrier 1800 MHz sectorized BTS: Modular 8-channel Transceiver chassis integrated into deployable case, Integrated 20-Watt Power Amplifier, Integrated LNA, an d Integrated Power Module. The system shall include quantity of 3 directional 1800 MHz Antenna, Cabling, and mounting hardware. The contractor shall provide installation. The contractor shall provide training for up to 5 students. Acceptance shall be at Destination. Shipping shall be FOB Destination. Delivery shall be to the U.S. Army Aberdeen Proving Ground, Md 21001. The following clauses will be incorporated by reference. 52.209-6 Protecting the Governments Interest When Subcontracting with c ontractors debarred, suspended or proposed for debarment. 52.212-4 Contract Terms and Conditions Commerical Items, 52.223-11 Ozone-Depleting Substances, 52-247-34 F.O.B. Destination. The provision at 52.212-1, Instructions to Offerors Commercial, appl ies to this acquisition. The provision at 52.212-2, EvaluationCommercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: Technical, past performance and price. T echnical and past performance, when combined are significantly more important than cost or price. The government will award a contract to the offeror whose offer conforms to this solicitation and will be most advantageous to the government, price and other factors considered. The government reserves the right to make an award without discussions. Offeror shall include a completed copy of the provision at 52.212 -3, Offeror Representations and Certifications Commercial Items, and DFARS 252.212-7000, Offeror Representation and Certification with its offer. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Comme rcial Items, applies to this acquisition.
