- Reference: Solicitation W52H09-05-R-05410000, M100 Sorbent Decontamination System. This SOURCES SOUGHT Notice requests information PRIOR to release of any resultant solicitation. The information within this notice is based on the best and most cur rent information available to date. This information is subject to change and is not binding upon the Government. Updated information will be provided in a subsequent notice or synopsis, if and when necessary. Potential sources are sought which are capa ble of providing all labor, material, equipment, supplies, testing packaging, and shipping for the manufacture and delivery of the M100 Sorbent Decontamination System (SDS). The M100 SDS is a portable decontamination system used for operators wipe down d uring immediate decontamination operations. Each M100 SDS consists of a case holding two decontamination kits, detailed instructions, and straps. Each kit consists of one pack of reactive sorbent powder (approximately 0.7lb) and one wash mitt-type applic ator. The M100 uses a reactive sorbent powder that is non-toxic, non-corrosive, and poses no storage or transportation risks to remove liquid chemical agents from surfaces. The system is designed to operate at temperatures between -25oF and 120oF and hav e a shelf life of greater than ten years. For purposes of this notice, interested firms may anticipate a performance period of not more than five years in the form of a firm, fixed-priced requirements type contract. Prospective contractors shall submit e lectronically a statement of interest and a capability submittal, along with any necessary documentation as designated below. Electronic submittals are to be submitted for review by Noon on October 12, 2005. A prospective contractor shall submit, as a mi nimum, sufficient detailed information about the firms corporate capabilities, knowledge, managerial and technical expertise, and experience to provide clear and convincing evidence that the Governments requirement is understood and that the prospective source has the ability to manufacture and provide the M100 SDS. Prime Contractors shall provide the same information for their firm, as well as, any and all subcontractors that may be used in this type of project in accordance with FAR Clause 52.219-14(b) (1), Limitations on Subcontracting. Prospective sources are requested to provide the following information, as a minimum: (1) Company Name, Address, eMail, and Telephone; (2) Specify type of ownership; i.e., Small Business (SB), Large Business (LB); Comp any Status: SB, Historically Underutilized Business Zone Small Business (HUBZone SB), Small Disadvantaged Business (SDB), Woman-Owned Small Business (WOSB), Veteran-owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), Histo rically Black College and University/Minority Institution(HBCU/MI (3) Name of any Parent Company; (4) Names of not more than Two Principals (empowered to speak for the firm on the policy and contractual matters) to Contact: Titles/Telephone Numbers, E-mai l Addresses; (5) Past Experience with Same or Similar Items (List as Federal, State, Local Government, or other types of contracts, Project Title, Total Contract Value, designate in-process or complete; (6) Briefly describe the facilities and equipment tha t will be used to manufacture the item and its components. Do you currently own or lease the equipment? Will a major portion of the work be sub-contracted? Do you plan to make the M100 SDS in its entirety or will portions of manufacture/packaging/shippi ng be subcontracted? (7) Describe the decontaminant that you would propose including the particle size distribution and provide a confirmation statement that the decontaminant is efficacious against liquid chemical warfare agents, environmentally frien dly, compatible with common materials (especially metals, rubbers, and plastics), and would not present any health or safety hazards to Warfighters beyond that of a nuisance dust. Also, designate the Technology Readiness Level (TRL) of your proposed sorbent per TRL definitions in DOD Deskbook 5000.2-R appendix 6. No telephonic responses are acceptable. NO SOLICITATION IS PENDING AT THIS TIME. It is the intent of this announcement to find sources to manufacture or have the express capability and ability to manufacture this M100 SDS as described above. After review of submittals and/or capability packages, the Government reserves the right to have technical dis cussions to clarify technical issues. This is not a commitment on the part of the Government to award a contract as a result of this notice or to pay for any information received. This notice constitutes neither a Request for Proposal or Invitation for B id, nor does it restrict the Government to an ultimate acquisition approach. This Sources Sought notice shall not be construed as a commitment by the Government to solicit or award a contract in the future. The purpose of this notice is market research. The Government will not rank submittals or provide any reply to interested firms. Electronic submittals are due for review by Noon on October 12, 2005.
