Description

Vicksburg Consolidated Contracts Office intends to solicit on a sole source commercial items basis under the authority of FAR Part 12. This procurement is being conducted IAW FAR 13.501(a)(1) acquisitions conducted under simplified acquisition proced ures and are exempt from the requirements in FAR Part 6 (Competition Requirements).Vicksburg Consolidated Contracts Office intends to solicit on a sole source to IVS 3D Inc, One New Hampshire Avenue, Portsmouth, NH 03801-4050. This procurement is being co nducted under Simplified Acquisition Procedures (SAP)  only one responsible source and no other supplies or services will satisfy agency requirements. IVS 3D Inc. is the only known source for the Fledermaus Software. Fledermaus Software was designed to ha ndle large data sets and produce useful products from sweep surveys. This software is currently being used by New Orleans District, and other MVD Districts. By procureing this software is allows the sharing of data among the Districts. The proposed contr act action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of the Clinger Cohen Act. This notice of intent is not a request for competitive quotations. However, interested p arties may submit a capabilities statement in which they identify their interest and capability. All capabilities statements received by 4:00 p.m.Central Standard Time, 27 September 2005, will be considered by the Government solely for the purpose of d etermining whether to initiate a competitive procurement. Technical capability will be determined solely on the content and merit of the information submitted in response to this provision. Therefore, it is incumbent on the interested party to prov ide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment. The Government reserves the right to process the procurement on a sole source basis, based upon the responses received. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. Interested parties may submit any information for consideration by the Government to Vicki.prevost@mvk02.usace.army.mil with solicitation number referenced in the subject line.
