Description
Amendment 1: The purpose of this amendment is to respond to questions received from the synopsis/solicitation PR-CI-05-11427. Proposals are due no later than Sept. 29, 2005 at 4:00 PM EDT. Question 1: What peripheral equipment is actually required as part of this purchase? Response: The peripheral equipment is listed below: Isotope Ratio Mass Spectrometer, Transformer 7kVA 208-240V, Training for 4 people on-site for 1 week, 19" monitor,HP LaserJet or equivalent, Continuous Flow Module for sequential analysis, Elemental Analyzer, Configuration kit for O and H analysis of solid samples, Configuration kit for S isotope analysis, Elemental Analyzer Diluter Kit for C and N, Module for inorganic carbonates (13C and 18O), Autosampler, DIC kit for d13C of DIC, Water kit for dD and 18O in aqueous samples, Gas Chromatograph w/ combustion system, Nafion membrane Water trap as a replacement for cryogenic water trap, Nitrogen combustion kit for GC, Hydrogen pyrolysis kit for GC, HP7683 Auto sampler including injector. Question 2: What analytical tasks are to be specified, and if there is a requirement for a GC interface, which would include heart cutting technology and an FID. Response: The analytical tasks include the measurement of compound specific stable isotopes using IRMS equipped to a GC. There is a requirement for a GC interface, which would include heart cutting technology and an FID. This technology must allow the operator to select only analytes of interest to enter the mass spectrometer instead of the entire combustion products. Question 3: Is there any requirements relating to the time frame required to demonstrate compliance with specifications after shipment? If so, what are they, and if there are, are there any penalties for failure to comply? Response: As for demonstrating compliance with specifications after shipment, the prospective vendor should be able to set-up, operate, and establish compliance regarding instrument specifications within 1 month after shipment. Prospective vendors will not be paid until they demonstrate that the instrument (IRMS), including all peripheral items (EA, GC, carbonate device), can meet instrument specifications regarding accuracy and precision. Question 4: Are there any penalties for failure to deliver within the required time of six months ARO, and if so, what are they? Reseponse: If there is a failure to deliver within the required time of six months the Government has the right to terminate the order. The clause is listed below. Contract Terms and Conditions?Commercial Items FAR 52.212-4: (m)Termination for cause. The Government may terminate this contract, or any part hereof, for cause in the event of any default by the Contractor, or if the Contractor fails to comply with any contract terms and conditions, or fails to provide the Government, upon request, with adequate assurances of future performance. In the event of termination for cause, the Government shall not be liable to the Contractor for any amount for supplies or services not accepted, and the Contractor shall be liable to the Government for any and all rights and remedies provided by law. If it is determined that the Government improperly terminated this contract for default, such termination shall be deemed a termination for convenience.
