Description
The General Services Administration intends to issue a contract to Securimetrics Inc. of Martinez, California through solicitation no. 9TZ05JAL006 on behalf of the Department of Army's Language and Technology Office , Directorate of Combats Developments at Fort Huachuca, Arizona pursuant to the authority of FAR Parts 12 and 13.501(a) ?Sole Source Acquisitions?. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-05 effective July 27, 2005. The applicable NAICS Code is 334119 - Other Computer Peripheral Equipment Manufacturing. NOTE: Section 508 does not apply to this requirement. There is only one responsible source and no other supplies or services will satisfy agency requirements. Securimetrics Inc. is the manufacturer and sole authorized distributor of the PIER 2.3 device. A justification for Other than Full and Open Competition has been prepared in support of this acquisition. Requirements: Provide the following equipment on a Firm Fixed Price Contract: Quantity of 783 EA, - Brand Name Handheld Pier 2.3 Iris Reader - SecuriMetrics Portable Iris Enrollment & Recognition (PIER) Device with CAT 5-8 Crossover Cable, (Configured for BAT integration) and 300 EA power cords ( part no. WP300 501). These characteristics are critical to the iris reader in order for it to function properly with the Biometric Automated Tool (BAT) Kits. BAT is in support of the identification at multiple checkpoints both in and out of combat zones. This is the US Army's first completely portable identification processing system, complete with the solicited handheld iris scanner. The kit consists of a laptop computer, the iris scanner, a digital camera, and a fingerprint reader. All of the data is loaded into a file on the laptop. The fingerprint images, the digital photos used in facial recognition, and the iris scans complete the digital identification dossier. The iris scanners required for the BAT kits need to be ?full function? and ?portable?. These devices need to have the capability to operate in a tethered mode (while attached to a host computer) and must be able to operate in an untethered mode (while totally disconnected from a host computer). A ?full function? iris scanner refers to inclusion of all of the following capabilities: a) Battery powered (no requirement for external power when used in non-tethered mode). b) On-board, non-volatile data storage ? the device must be able to retain, and subsequently download, enrollment information collected when the device is not connected to another computer. c) The device must be capable of receiving uploaded data from a computer while in tethered mode and then use the uploaded information to identify individuals while not connected to the host computer. d) The capability to enroll a new individual into the device while non-tethered AND facilitate enrollment of a new individual into a connected database ? tethered mode. The iris scanners must be a capture device (camera) and a processor in a single unit. The following are additional essential capabilities of the iris scanners: Must fit the physical size and weight requirements for the BAT KIT configuration. The scanner must be lightweight, less than 20 ounces and can not exceed 7? x 3.75? x 1.50? in size. Must be compatible with Iridian Technologies Daugman Algorithm. Must be capable of storing 250,000 images. Must produce an EFT compliant template that will be used in conjunction with the FBI & DoD Biometric Data Base for identification purposes. Must be capable of saving processed templates as 512 byte iris code. Must be EFT compliant. Please provide delivery timeframes in your proposal along with the ability to make any partial shipments. Clause 52.212-4, Contract Terms and Conditions--Commercial Items (October 2003), is hereby incorporated by reference. Clause FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items (July 2005), is hereby incorporated by reference with applicable paragraphs applicable to this solicitation and any resultant contract. GSAM 552.212-71 (JUL 2003)Contract Terms and Conditions Applicable to GSA Acquisition of Commercial Items and GSAM 552.212.72 (SEP 2003) apply to this solicitation and any resultant contract. Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to GSA Acquisition of Commercial Items. Type of Contract: A firm fixed price, definite quantity; definite delivery contract will be awarded. The Defense priorities and Allocations Systems (DPAS) assigned rating for this procurement is currently unrated. Securimetrics Inc. is required to register in IT Solutions Shop at http://it-solutions.gsa.gov for post-award processing. This notice is not a request for competitive proposals. All interested parties must submit a capability statement that sufficiently describes their qualifications, capabilities, and previous experience related to fulfilling a similar requirement via email to joann.ancheta@gsa.gov by 12:00 p.m., PST, September 28, 2005. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government.
