- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 4THO17050023 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 01-27. The associated North American Industrial Classification System (NAICS) code for this procurement is 334111 with a small business size standard of 1,000 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit a quote. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on Monday, September 26, 2005 at 17:00:00 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Pensacola, FL 32508 The GSA FTS Region 4 requires the following items, BRAND NAME OR EQUAL, to the following: LI 001, Mandatory functionality: Perform a number of customer (MARAD) tasks to bring the Maritime Software up to date with the current development enviroment., 1, EA; LI 002, Import Upgrade: Review the approach to the import of sample data and identify changes that can be made to improve speed. The changes must include optimization of the associated queries and movement of the computation of limits and trends into a database procedure and out of the client. The proposed approach is expected to yield an improvement of about a factor of 100 ( it took less than 2 minuets to do what currently takes about 2 hours., 1, EA; LI 003, Client Upgrade: Implemented the new GUI Contol libraries that include new classes to handle list views more efficiently in the face of large volumes of data. These changes will improve client response dramtically, however, they will require extensive changes to the AFCMS client, 1, EA; LI 004, Test Results Dialog Update: The JOAP TSC currently has the ability to look at trends in AES parameters over the last 5 samples. Unfortunatley, they do not have the same capability for the other test types. On order to meet this requirement , the existing dialog will be modified to support all test types., 1, EA; LI 005, On-site Training, 1, EA; LI 006, MARAD Region 1 JOAP Training manual: all customer furnished INFO is to be provided in MS Word format only. Any other Format will incur additional costs, 1, EA; For this solicitation, GSA FTS Region 4 intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. GSA FTS Region 4 is taking this action in a an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, completed, real-time offers. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their offer using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make an offer on www.FedBid.com.
