Description

This agency intends to negotiate on a sole source basis in accordance with FAR 6.302-1, an order with Advanced Measurement Technology, Inc., 801 S. Illinois Ave., Oak Ridge, TN, 37830-0910. The items to be purchased are four portable, battery-operated, High-Purity Germanium (HPGe) nuclide identifier systems that incorporate electromechanical-cooling of HPGe and automatic nuclide identification based upon technology licensed from Lawrence Livermore National Laboratory (TL-01754-03 and TL-01753-03). Digital Signal Processing technology is required. Gross neutron counting capabilities using moderated helium-3 (He-3) detectors are required. Instruments employing analog pulse shaping amplifiers or those that require liquid nitrogen to cryogenically cool the HPGe detector are not acceptable, nor are alternate neutron detection methods. The portable HPGe nuclide identifier system shall be packaged in an integrated hand-held enclosure, which shall be designed to be shock-resistant, including rubberized outer shock bumpers. All components of the system (HPGe detector, cooler, analyzer, battery, neutron detectors, and data storage) shall be enclosed in the housing. The reason for the sole source procurement is that Advanced Measurement Technology is the sole manufacturer and distributor for this item. This notice of intent is not a request for competitive proposals, and no formal solicitation package is available.
