Description
The National Institutes of Health (NIH) intends to solicit and negotiate, on a sole source basis to provide training for onsite molecular diagnostic training of rare disease for NHGRI clinical fellows from Gene DX Inc., 207 Perry Pkwy, Gaithersburg, Maryland 20877, because it is believed that no other source of services can satisfy the Government requirement. (1) The contractor shall provide onsite molecular diagnostic training of rare diseases for the National Human Genome Research Institute (NHGRI) clinical fellows. The contractor shall also train physicians and doctoral degree fellows in medical genetics through the Metropolitan Washington, D.C. Medical Genetics Residency Program. (2) The contractor shall provide research to include but shall not be limited to identifying and understanding the molecular basis of human genetic disease, and planning and carrying out clinical trials to test methods for the treatment. (3) The contractor shall be experienced in molecular genetics, and shall also provide an opportunity for trainees in Clinical Genetics, Clinical Biochemical Genetics and Ph.D. Medical Genetics to see patients with genetic disorders under the direction of an American Board of Medical Genetics (ABMG) certified geneticist. (4) The contractor shall provide laboratory experience of the trainees to include but shall not be limited to a wide array of molecular diagnostic testing in the fields of neurodegenerative disorders, late onset disorders, imprinting disorders, mental retardation, neuromuscular disorders, and metabolic diseases, including prenatal diagnosis. (5) The contractor shall ensure that the laboratory aspect of the training program be conducted in molecular diagnostic laboratories with equipment and personnel to provide the hands-on-experience required for board certification by ABMG. The contractor shall include in the contract cost, disposable supplies that will be used by the trainees. (6) The contractor shall provide a staff which shall include but shall not limited to ABMG board certified laboratory directors. The contractor?s staff shall be required to train fellows in applicable laboratory techniques and the clinical interpretation and implications of the test results. The contractor?s staff shall also participate in the comprehensive teaching of fellows; to include but shall not be limited to participation in lecture series, journal clubs, and case conferences. (7) The contractor shall provide a training facility that shall conduct one-month training in molecular diagnostics for each of our Clinical Genetics, Clinical Cytogenetics, and Clinical Biochemical Genetics trainees. (8) The contractor shall provide a training facility that shall conduct up to six month training in molecular diagnostics of genetic disorders for trainees seeking ABMG board certification in Molecular Genetics. (9) The contractor shall participate in the comprehensive training of all trainees in genetics as part of the Metropolitan Washington D.C. Medical Genetics Residency Program. (10) The contractor shall perform specific tasks, to include but shall not be limited to the following: (a.) The contractor shall perform the task of enrolling up to four (4) clinical genetic fellows, two (2) cytogenetics fellows, and two (2) biochemical fellows each year for the training program. Each of these fellows shall spend one (1) month each in the molecular diagnostics laboratory for rare genetic diseases. (b) The contractor shall perform the task of enrolling up to three (3) molecular genetics fellows each year for the training program. Each of these fellows shall spend six (6) months in the molecular diagnosis laboratory. NHGRI mentors will determine sessions. (c) The contractor shall perform the task of tracking the progress of each fellow to insure that they have had necessary experiences for AMGB certification. (11) The contractor shall describe procedures needed to successfully train the follows in required laboratory techniques and the genetic implications of the molecular diagnostic tests. (12) The contractor shall arrange to have suitable facilities with dedicated space for performance of administrative duties associated with tracking the progress of the medical fellows through the training. (13) The contractor shall provide the fellows with up-to-date protocols at the start of the rotation, and provide protocol modifications that occur during the rotation. (14) The contractor shall provide all the required experiences for board certification with each month period. (15) The contractor shall follow the guidelines established by the American College of Medical Genetics for conducting genetic diagnostic tests. (16) The contractor shall evaluate each medical fellow to insure they have a full understanding of all the techniques taught during training experience. (17) The contractor shall have sufficient samples submitted to the laboratory so that the fellows can have first-hand involvement in one-hundred and fifty (150) cases of sufficient variety to qualify the ABMG Board eligibility. (18) The contractor shall have each fellow participate in the interpretation of proficiency tests if such tests are conducted during the rotation period. (19) The contractor shall provide personnel qualifications to the Project Officer for review and approval prior to the award. (20) The contractor shall prepare and deliver quarterly progress reports to the Project Officer within thirty (30) calendar days after each three (3) month reporting period. This report shall include but shall not be limited to the following: (a) The report shall include the number of fellows instructed in molecular genetics. (b) The report shall include the number of fellows recommended to repeat all or parts of the training sessions and why. (c) The report shall include a narrative explaining any problems encountered during that quarter, when they occurred and how they were resolved. (21) The government will provide furnished property as needed by competing institutions. (22) The contractor shall begin work immediately after award and continue for a one (1) year period. The Northern American Industry Classification system Code is 611430, with a size standard of $6.0. It is the Government?s belief that the above requirements can only be met by Gene DX, Inc. This is not a formal solicitation; however business concerns that respond to this notice must furnish concise responses directed specifically to the requirements mentioned above. Business concerns demonstrating the capability to accomplish the requirements shall supply pertinent information in the form of curriculum vitae in sufficient detail to demonstrate their ability to perform. Information furnished shall include enough material to perform a proper evaluation of each item listed above. Respondents will not be notified of the evaluation results.
