Description
Synopsis/Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. RFQ. Solicitation CC-05-HQ-Q-0064 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular #2005-04. This is not a set-aside procurement. Any responsible vendor may submit a quote. CONTRACT. The contract resulting from this RFQ will be a firm fixed price contract with two option years. The Base Year will be from date of award through twelve (12) months. For evaluation purposes, we will use October 17, 2005 through October 16, 2006. Option Year One will be for 12 months – October 17, 2006 through October 16, 2007. Option Year Two will be for 12 months – October 17, 2007 through October 16, 2008. CONTRACT LINE ITEM NUMBERS (CLINS). The contractor shall provide the required services described in the Scope of Requirement at the firm fixed price specified in Contract Line Item Number (CLIN) 0001 for the base year, CLIN 1001 of Option year One, and CLIN 2001 of Option year Two, if exercised. SCOPE OF REQUIREMENT. 1.0 STATEMENT OF DATA AND REPORT REQUIREMENTS -- The Office of the Comptroller of the Currency (OCC) charters, regulates, and supervises the national banks and the federal branches and agencies of foreign banks. Headquartered in Washington, DC, the OCC is responsible for promoting and assuring the safety and soundness of the country’s system of national banks and maintaining its competitiveness, efficiency, integrity, and stability in the financial market place. The OCC has a requirement for information to assess risks in emerging market countries. The target of the information is to identify fundamental macroeconomic stress(es) in a country through analyses of economic, financial system, and political risks. Analyses shall address the potential for the following types of risks, when applicable: Currency crisis, Debt default, and Banking crisis. This solicitation is for emerging markets generally, however coverage of the following key emerging market countries is mandatory: (1) In Latin America: Argentina, Brazil, Mexico, Chile, Peru, and Venezuela; (2) In Asia: South Korea, India, Malaysia, Thailand, Philippines, Taiwan, China; (3) Central Europe: Poland, Hungary, Russia; (4) Middle East/Africa: Turkey, Jordan, UAE, Kuwait, Qatar, Bahrain, Saudi Arabia. 2.0 HARDWARE/SOFTWARE ENVIRONMENT -- Information delivery. Information is to be provided electronically (e.g. email, by access to the contractor’s web site). If access is to the contractor’s Internet site, access will be restricted to up to 20 OCC employees without regard to the physical location of the employees. The OCC will have full rights to share on an ad hoc basis individual reports and country data within the OCC. Frequency. The information on emerging markets shall be delivered as applicable (e.g. daily, weekly, monthly, quarterly). PROVISIONS and CLAUSES. (1) Provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. (2) Clause 52.212-4, Contract terms and Conditions-Commercial Items, applies. (3) Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, and Clause 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration apply. (4) Clause 52.217-9, Option To Extend The Term Of The Contract (Mar 2000): (a) The Government may extend the term of this contract by written notice to the Contractor at any time prior to the end of the performance period; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed three (3) years. OCC CLAUSE. The following applies: 1052.212-70(OCC) Supplemental Invoicing Requirements -- Commercial Item (Aug 2001). In addition to the invoicing requirements specified in clause 52.212-4, Contract Terms and Conditions--Commercial Items, of this contract, the following special invoicing requirements also apply to the submission of invoices. (a) The contractor shall identify the point of contact (POC) or contracting officer’s technical representative (COTR) for this contract on the face sheet of all invoices submitted under the contract. The POC or COTR is identified in (b)(ii) below. The contractor shall precede the POC or COTR’s name with either a “POC” or “COTR” label, as appropriate (e.g., “POC: John E. Doe”). (b) The contractor shall submit an original and two copies of each invoice. Submission shall be as follows: (i) The contractor shall submit the original invoice to the designated billing office. The designated billing office for this contract is…Comptroller of the Currency, Accounts Payable, MS 4-6, 250 E Street, SW, Washington, DC 20219-0001. (ii) The contractor shall submit one copy of the invoice to the point of contact (POC) or contracting officer’s technical representative (COTR), as designated in the contract. (iii) The contractor shall submit one copy of the invoice to the contracting officer/contract specialist. (c) The contractor shall distribute the original and all copies of the invoice at the same time. SUBMISSION OF QUOTE. DUE DATE for Receipt of Quotes is Monday, October 3, 2005 at 11:00 AM EST. Submit your written quote (Original and Two Copies) to: Cheryl Sivertsen, OCC, 250 E Street SW, Mail Stop 4-13 Washington DC 20219. Note: OCC is experiencing significant delays in receiving mail from the US Postal Service. Please use one of the express delivery services to ship your quote to OCC or hand-carry or courier-deliver to OCC’s Mail Room at the loading dock end of the OCC building at 250 E Street, SW, Washington DC. QUOTES must be prepared in accordance with the instructions in this Part. Failure to substantially comply with these instructions, in either format or content, may lead to the rejection of a quote. PART I, Supplies or Services and Prices/Costs: Provide a firm fixed price for CLIN 0001 - Base Year, CLIN 1001 – Option Year One, CLIN 2001 – Option Year Two. PART II, Statement of Work: Technical Quote. 1. Provide detailed descriptions and frequency of delivery of each aspect of the information specified in the Scope of Requirement 1.0 and 2.0 on emerging market countries. Provide samples of the data and analyses for Bahrain, Brazil and China electronically. If you are proposing access to your web site in your quote, provide temporary access to that web site with your quote. 2. Supply information regarding alternative data methods that your organization uses for assessing risks in emerging market countries. Vendor Licensing Agreement. If your company is awarded the contract and has a licensing agreement, conditions of use agreement, etc. that it would want incorporated into that contract, it shall be submitted with your quote. Note: The OCC contract terms and conditions take precedence over the contractor’s agreement. SUMMARY OF EXPERIENCE. Provide information about your experience that is relevant to the requirements of this RFQ, At a minimum, this should include: 1) a brief history of the company; 2) information about your current and past contracts (within the last three years), especially those with terms and conditions similar to the requirements of this solicitation; and 3) a list of any government contracts terminated for either convenience or default and an explanation for the termination. List of References. Provide references for each of the contracts referenced in your summary of experience. If more than five contracts are listed, provide references for the five most recent contracts. For each reference, provide a brief description of the contract, the period of performance, and a point of contact with current telephone number. PROVISION 52.212-3, Offeror Representations and Certification-Commercial Items must be completed and submitted with your quote. SECTION 508, Voluntary Product Accessibility Template must be completed and submitted with your quote. The following standards apply: 1194.22, 1194.31 and 1194.41. This procurement is being solicited, offered, evaluated, and awarded using the simplified acquisition procedures allowed in FAR Part 13. The OCC will award a contract resulting from this RFQ to the responsible offeror (FAR Subpart 9.104) whose quote, conforming to the solicitation will be most advantageous to the OCC, price and other factors considered. SECTION 508 COMPLIANCE. The OCC’s assessment of Section 508 compliance will be based on information provided in the quote and any other information the OCC discovers during the course of the evaluation. EVALUATION FACTORS. The OCC will use the following factors, listed in descending order of importance, to evaluate quotes: (1) Technical; (2) Experience and Past Performance; and (3) Price.
