- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number F1B3E15237A100 - RM is hereby issued as a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05 (26 AUG 05). This acquisition is 100% set aside for small business concerns and is under North American Industry Classification Standards (NAICS) code 611710, with annual gross revenue not to exceed $6 million. STATEMENT OF WORK for ASSISTANT EDUCATION ADVISOR: 1. PURPOSE. The purpose of this contract shall be for the contractor to provide career oriented counseling for all Community College of the Air Force (CCAF) students. To provide on a space available basis career oriented counseling for active duty Air Force members, military dependents and civilians. This service includes, but is not limited to, provide career identifying course requirements to complete a Community College of the Air Force (CCAF) degree, identifying sources of testing, identify college courses, college transcripts to determine where they will apply to complete the requirements of a Community College of the Air Force (CCAF) degree. Retrieves information from education records and progress reports via the Air Force Automated Education Management System (AFAEMS) for each military member, upgrading education records as appropriate. Monitor transaction registers monthly and update veteran education codes in the personnel data system. Inputs MILPDS and CCAF data entries as appropriate answers and directs telephone calls to the appropriate education person. Greets and refers customers to the appropriate education person. Ascertains the nature of any phone call and provides the appropriate response or takes name, subject and telephone number if unsure of a correct answer and provides the message to the appropriate education person. In the event of a visitor, if you are uncertain of the correct answer refer the individual to the appropriate education person. Answer routine, non-technical requests for information such as status of reports, suspense dates, and similar readily available information. Provide follow-up information as necessary for active duty military personnel, military dependents, and civilians. Establishes, updates, and maintains office records of various types that may be needed to provide an efficient quality service for our customers. Maintains, purges, and disposes of office records/files in accordance with established regulations. 2. PERIOD OF PERFORMANCE: 1 Oct 05 – 30 Sep 06 3. OBJECTIVE.a. Inform military personnel assigned to Altus AFB and tenant units, reservists, TDY personnel from other bases on the requirements to complete a Community College of the Air Force (CCAF) degree. b. Retrieves information from education records and progress reports via AFAEMS for each military member, updates education records.c. Inputs MILPDS and CCAF data entries. d. Answers and directs telephone calls to appropriate education person. e. Answers routine, non-technical requests for information such as status of reports, suspense dates, and similar readily available information. f. Provides follow-up information as necessary for active duty military personnel, military dependents, and civilians. g. Establishes updates, and maintains office records of various types that may be needed to provide efficient quality service for education services customers. h. Maintains, purges, and disposes of office records/files in accordance with established regulations. i. Greets and refers customers to the appropriate education specialist. Makes appointments pertaining to educational matters with other educational personnel, makes appointments for personnel desiring to take a test to complete CCAF or other off duty educational goal. j. Monitor transaction registers monthly and update veteran education codes in the personnel data system. 4. LAN/Internet Access: Due to the wealth of information available on the Internet, and especially with all AF bases and CCAF operating web sites, access to the base LAN is required for effective completion of duties. 5. QUALIFICATIONS: The contractor must:a. Have an Associate degree or higher in education, related discipline or have comparable work experience. b. Have a working knowledge of computer functions including Microsoft Word, Access, Powerpoint and Excel software programs. c. Previous counseling and advising experience of advising Air Force military members on occupational programs to include CCAF is desirable but not required. d. Must be well groomed and be customer oriented e. Must possess exceptional organizational skills, be able to communicate effectively, both orally and in writing, ability to use tact and diplomacy and provide courteous service for educational services customers. f. Must register as an official government contractor in CCR (Central Contractor Registration), which can be obtained at www.ccr.gov, prior to acceptance of bid by contracting office. Resumes and transcripts shall be submitted with bid packages to the base contracting office. 6. SERVICES: a. Services will be performed from 0900 – 1400 on Monday through Friday. The contractor will seek prior approval from the Education Services Officer to receive compensation for any time to be completed outside the above noted time bracket. b. Retrieves education records and progress reports via AFAEMS for each military member, making entries as appropriate. Completes MILPDS and CCAF data entries when appropriate. c. Receives and direct telephone calls or visitors. Ascertains the nature of the call or visit and provides complete and clear information that addresses most routine or procedural issues. Bases on general knowledge of the organization, refers telephone callers and visitors to appropriate staff office. Personally answers routine, non-technical requests for information such as status of reports, suspense dates, and similar readily available information. Provides follow up on requests for information. d. Establishes, updates, and maintains office records of various types that may be needed or will assists in the efficient operation of the education office. Maintains, purges, and disposes of office records/files in accordance with established regulations. e. Monitor and update transaction registers and veteran education codes in the personnel data system. 7. PAYMENT: a. Payment will be made monthly based on satisfactory services received. The contractor shall submit a copy of the monthly invoice to the Education Services Officer or designee no later than five working days after the end of the month. b. The contractor will be responsible for filing federal income tax return and statement of estimated tax, if applicable, and for making his/her tax payment. There is no provision for federal government benefits and no time off with pay. 8. STANDARDS: a. No more than one valid complaint of non-compliance or inability to perform duties per month will be allowed under this contract. This contract will not be sub-contracted. b. The contractor must inform the Education Service Officer 24 hours in advance of his/her absence or as soon as possible in the event of an emergency or illness. Vacation/annual leave will be coordinated no less than 30 days in advance. 9. MATERIALS AND EQUIPMENT: The government will provide all necessary equipment, supplies and materials to include desk, computer (with internet access), telephone and other materials and equipment mutually agreed to fulfill the requirements of this contract. The contractor must be able to meet Air Force requirements for computer access and complete required training. The contractor will only use the computer/internet to fulfill requirements established by this contract. Personal use of the computer/internet is prohibited. 10. TEMINATION OF CONTRACT: This position may be terminated upon thirty (30) days notice in writing, by either party for breach of any of the conditions or provisions contained in this contract. The government reserves the right to make award on the initial quote without discussions.
