- COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is HSCEOP-05-Q-00050 and is issued as a Request for Quotes (RFQ). The associated North American Classification System (NAICS) code is 332995. This acquisition is set-aside for small business. Immigration & Customs Enforcement has a requirement for Sight Adjustment Tools for Heckler and Koch Defense (H&K) and Glock pistols. CLIN 0001 H & K Sight Adjustment Tools, 425 each, $________. Tool should be constructed of lightweight anodized aluminum to allow usage in the field as well as in House Armory. Tool should be able to be hand held and hold slide with a clamp shoe while adjusting sights. Tool should have a fine thread-adjusting shaft of 5/8-32 to give strength as well as fine adjustability of movement. Pusher body should have a steel bushing installed between the body and adjustment shaft to prevent thread stripping and galling. Pusher block must have bearing bronze washers on each side for lubrication of the block to also prevent jamming or galling. Block should be steel and contoured to fit both the rear sight and the front sights specifically for the USP Series Pistols. Tool should work for all model USP and not require 2 separate tools for different models. CLIN 0002 Glock Sight Adjustment Tools, 25 each, $______. Tool should be constructed of lightweight anodized aluminum to allow usage in the field as well as in House Armory. Tool should be able to be hand held and hold slide with a clamp shoe while adjusting sights. Tool should have a fine thread-adjusting shaft of 5/8-32 to give strength as well as fine adjustability of movement. The delivery lead-time for CLIN 0001 and CLIN 0002 is not later than 30 days after award. Purchase Order award cannot be made to any offeror not enrolled in the Central Contractor Registration (CCR) program. The CCR website is http://www.ccr.gov. Award will be evaluated on price alone. Offerors shall include a completed SF 1449 for the RFQ, signed and dated. Written requests will be accepted. I. Provision 52.212-1 Instructions to Offerors-Commercial Items applies. II. Provision 52.212-2, Evaluation ?Commercial Items applies. Quotations will be evaluated on price and ability to meet required delivery schedule. III. In lieu of completing the ?Offeror Representations and Certifications? and sending back to the Government as formerly required under FAR 52.212-3, the offeror shall submit representations and certifications through the Online Representation and Certification Application (ORCA) at http://orca.bpn.gov, per the Federal Acquisition Regulation amended as of January 1, 2005. IV. Clause 52.212-4, contract Terms and Conditions ? Commercial Items and any addenda the clause applies to this acquisition. V. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders- Commercial Items applies to the award document.
