- The Defense Information Technology Contracting Organization (DITCO), Information Systems Services Division, Hardware/Software Branch (DITCO/AQSS31), 2300 East Drive, Scott AFB IL 62225-5406, intends to issue a sole source software maintenance contract for StoneGate Firewall support to SecureNet Inc., 5924 NW 2nd St., Suite 900, Oklahoma City, OK 73127-6527. Listed below are the items and their descriptions: CLIN 0001: ACS/PELCO CCTV maintenance for Decc Oklahoma City. Period of Performance: 10/1/05 ? 9/30/06. Companies who can provide the above listed software license and enhancement renewal must request for the RFQ not later than 10:00am CST 28 SEP 05 via the following address: linda.eley@scott.disa.mil. The resultant contract will be a firm fixed price contract. All quote are due back by 10:00 am CST on 28 SEP 05. The security equipment maintenance is proprietary and is protected by copyright laws. No third party maintenance is authorized. Period of performance is 1 Oct 05 through 30 Sep 06. The statutory authority for other than full and open competition is 10 USC 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Companies who can provide the above listed software license and enhancement renewal must indicate their written interest within 2 days of this notice. Oral communications are not acceptable. All responsible sources will be considered for evaluating the determination to issue a sole source purchase order. The resultant contract will be a firm fixed price purchase order. STATEMENT OF WORK DELIVERY ORDER TITLE: Access Control/CCTV Systems Maintenance Oklahoma City Scope Company performing work on this contract shall provide all the necessary hardware, material, labor and warranty for repairing and maintaining the current ACS and PELCO CCTV system. CCTV system shall fully integrate with the existing ACS system. ACS and CCTV system hardware shall be of an "open systems" and non-proprietary architecture. Background The Access Control System (ACS) and Closed Circuit Television (CCTV) system is an integral part of our overall physical security program for DECC OKC. There are numerous strategically located cameras within and around the facility that are integrated with the ACS. To fully utilize all the functionality of our Access Control System (ACS) and CCTV system would require the systems to be integrated. Description of Services. The contractor shall provide all parts, labor, materials, documentation, equipment (other than specified), tools and supervision to insure an operational ACS and CCTV systems including preventive and remedial maintenance. Contractor will ensure that all areas are cleaned of debris (walls, floors, ceilings, etc.) upon completion of any maintenance action; all areas shall be restored to original condition. All wiring for the ACS and CCTV system will conform to industry standards. All wiring that cannot be hidden (e.g. pre-cast structures, etc.) shall be aesthetically concealed (e.g., wire molding). All proposed fur outs/moldings are subject to government approval prior to modification or installation. Except for defaults of subcontractors at any tier, the Contractor shall not be liable for any excess costs if the failure to perform the contract arises from causes beyond the control and without the fault or negligence of the Contractor. Examples of such causes include: (1) Acts of God or of the public enemy (2) Acts of the Government in either its sovereign or contractual capacity (3) Fires (4) Floods (5) Epidemics (6) Quarantine restrictions (7) Strikes (8) Freight embargoes, and (9) Unusually severe weather In each instance the failure to perform must be beyond the control and without the fault or negligence of the contractor. CCTV Hardware and Software: Current PELCO CCTV System consists essentially of cameras, power supplies, digital recording equipment, multiplexers, and monitors. Preventive Maintenance. The following shall be performed on a quarterly basis (i.e., first week of January, April, July and October) and scheduled with the security manager. 1.1.1 Camera's shall be cleaned and adjusted 1.1.2 Photo identification and camera shall be cleaned to produce quality badges 1.1.3 All files not backed up shall be purged from hard drive and software updated 1.1.4 Strobe lights shall be checked for expired bulbs 1.1.5 IFR shall be checked to insure system is aligned and working 1.1.6 Ensure quality recording of Digital Recording System 1.1.7 All readers functioning properly to include keypad replacement when worn 1.1.8 All magnetic locks secured and functioning Remedial Maintenance. System maintenance for this mission shall be performed during normal duty hours (i.e., 0730 through 1630 Monday though Friday) and non-holidays. Technicians shall be available 24 hours a day, seven days a week 365 days a year for emergency service calls. Contractor is subject to a maximum of a two-hour response time. Contractor shall provide a 24-hour emergency number for service calls. The security manager or his designated alternate will make the determination that a critical or major system failure has occurred. In the event of a critical or major system failure, during the maintenance period, the contractor, shall provide a technician for non-normal duty hours at no additional costs to the government The Contractor shall coordinate access for performance of services with the site POC or their alternate. The Contractor shall supply all labor, transportation, material, apparatus, tools, and permits necessary to accomplish all tasks described above. The Government retains possession and control of Government-owned property throughout this contract. The Government shall provide replacement parts for all equipment from Government-owned inventory stocks. If existing inventory is insufficient the Government shall specify the components required and direct the Contractor to purchase and install these components per the terms of Section 2. The Government shall provide security escorts for Contractor personnel when they are at the site in a contract-related capacity. Sites ? Place of Performance. The Place of Performance data is considered Sensitive and is For Official Use Only (FOUO). This information should not be released to the public through the Commerce Business Daily (CBD) or through other public sources. DISA Oklahoma City facility, Tinker AFB, Buildings 201, Oklahoma City, OK. Announcements to public sources for bidding shall relate only the installation, city, and state where the performance of the contract is to take place. Complete place of performance information shall be released by the Contracting Officer to the winning bidder when the contract is awarded. Because of the Sensitive and FOUO nature of the site(s) involved in this Agreement, pre-award site visits are not planned for bidding vendors. Vendors may submit questions to the Contracting Officer; the answers will be shared with all vendors that are asked to provide a quotation. If answers cannot be rendered in written form, a joint site visit for all interested bidding vendors will be scheduled. Period of Performance. This Agreement shall have a Period of Performance (POP) consisting of one (1) base year. Security. CLASSIFICATION: The work to be accomplished in this contract is unclassified. GENERAL: The Contractor shall be responsible to possess a National Agency Check (NAC)/Local Agency Check (NCLC) or security clearance for each Contractor employee representative that will perform work under this contract, to provide for any required Computer Room and Building access. FACILITY ACCESS: Unescorted access to the facilities is strictly limited to Contractor personnel who have a valid contract and a favorably completed NAC/NCLC or security clearance. Access without a NAC will require a Government assigned escort. Contractor personnel without a favorably completed NAC/NCLC shall NOT be granted unescorted access to the access-controlled locations. A representative of the Government shall be on the premises during the Contractor?s performance of contract services. GOVERNMENT-PROVIDED ESCORT: DISA will provide escort personnel for work to be completed onsite under this Agreement. SECURITY CLASSIFICATION REQUIREMENTS: Performance under this contract will involve access to and work in a secure area. There will be no access to classified material. SAMPLE STATEMENT FOR POSITION OF TRUST SENSITIVITY DESIGNATION: ?This contract provides the following contracted personnel unescorted access to a DISA facility to perform various services. All persons performing these types of services under this contract require a favorably completed National Agency Check (NAC)/Local Agency Check (NCLC) Investigation or an Interim clearance granted prior to performance. Required requests for investigation, for each employee without a current, favorable NAC/NCLC, will be submitted within 15 calendar days after award of the contract to the local DISA Security Manager for Interim building access determination prior to performance.? PHYSICAL SECURITY STIPULATIONS: To control unauthorized entry / penetration during the performance of this contract, the Contractor shall not prop doors open. With the award of this contract, the Contractor accepts responsibility to protect the physical security of the building and prevent unauthorized entry, when prevention of such violation is under the Contractor?s control. A Security Pre-Brief of the Contractors responsibility will be provided upon contract award. 8. General Requirements. PROTECTION OF GOVERNMENT PROPERTY: The Contractor shall provide protection to Government property to prevent damage during the period of time the property is under the control or possession of the Contractor. Safety requirements listed herein that do not concern the Contractor?s operations or services shall be deleted as mutually agreed by the Contractor and the Procurement Contracting Officer (PCO). LOCAL SAFETY AGREEMENT: To prevent or eliminate hazardous working conditions for both Contractor and Government personnel, and to minimize Government property damage, a written agreement between the Contractor and the individual site Facility Managers establishing safeguards and procedures will be established during the orientation phase, that will be followed prior to commencement of work. LOCAL SAFETY REQUIREMENTS: The Contractor shall comply with all local safety requirements implemented at the installation where the work is to be accomplished provided that they do not conflict with the requirements of this Section. If conflicts arise, they shall be referred to the PCO for resolution. SUBCONTRACTORS: The Contractor shall include a clause in all subcontractor agreements to comply with the safety provisions of this contract as applicable. ACCIDENT/INCIDENT REPORTING AND INVESITGATIONS: The Contractor shall record and submit promptly to the Facility Manager all available facts relating to each instance of accidental damage to Government property or injury to either Government or Contractor personnel. The Contractor shall not perform any work on the damaged equipment/property until released by an authorized Government representative. If the Government elected to conduct an investigation of the accident, the Contractor shall cooperate fully and assist the Government personnel until the investigation is completed.
