- This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. FUNDS ARE NOT CURRENTLY AVAILABLE FOR THIS REQUIREMENT; HOWEVER, A REQUEST FOR FUNDING IS INCLUDED IN THE FY06 SPEND PLAN. AWARD IS CONTINGENT UPON FUNDS BECOMING AVAILABLE ON 01 OCTOBER 2005. ALL QUOTES NEED TO BE VALID UNTIL 30 OCTOBER 2005. Solicitation number F1B0C15235A100 is hereby issued as a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. This acquisition is a total small business set-aside under North American Industry Classification Standard (NAICS) code 811211, with a size standard of $6 Million. A quotation is requested for 4 each Maintenance, Quarterly Preventative Maintenance; 1 each Maintenance, on call system failure maintenance, Time and Material. AWARD SHALL BE MADE ONLY TO CONTRACTORS WHO HAVE REGISTERED WITH THE CENTRAL CONTRACTOR REGISTRATION AND ONLINE REPRESENTATIONS AND CERTIFICATIONS AT: www.ccr.gov/. and www.orca.bpn.gov. AFFARS 5352.215-9001 Notice of pre-bid/pre-proposal conference also applies to this solicitation. A pre-bid/pre-proposal conference will be conducted at Bldg 185 on 28 September 2005 at 0900 for the purpose of answering questions regarding this solicitation. Submit the names of all attendees (not to exceed 2) to A1C Jessica Beaston prior to 1600 on 27 September 2005. This information must be provided in advance in order to ensure access to the military base/conference site and adequate seating for the conference attendees. Bidders/Offerors are requested to submit questions to the point of contact noted above not later than 1600 on 27 September 2005. AFFARS 5352.242-9000 (Jun 2002), Contractor Access To Air Force Installations also applies to this solicitation. A Firm-Fixed Price purchase order will be issued in writing. STATEMENT OF WORK 1. The contractor shall provide on-site preventative maintenance and systemic repairs to maintain (5) five COHU, 3925 iDome Camera/Positioner Camera Systems to include (5) five Axis-2401 Video Servers utilizing Milestone Surveillance XXV Software on Altus AFB for a base period of Award Date 1 October 2005 thru 30 September 2006 and four (4) one (1) year option periods. 2. Preventative maintenance shall be performed quarterly. The first preventive maintenance visit shall be performed within 30 days of award of the maintenance contract. The contractor shall schedule preventative maintenance with 97 AMW/Command Post, (580) 481-7391 at least one week prior to service. Government Escorts are required for access to some equipment. 3. The contractor shall furnish all equipment, tools, components and personnel necessary to troubleshoot, diagnose and repair the surveillance camera system. The contractor shall have a 1-hour response time to coordinate system troubleshooting upon notification of system failure, and a 4-hour on-site response time (365 days a year, 24 hours a day) to conduct repairs if unable to troubleshoot and make the system operational by telephone. 4. Upon completion of requested troubleshooting it is determined not to be a systemic failure, but a failure of the COHU, 3925 iDome Camera/Positioner Camera System(s), or the Axis-2401 Video Server(s), the contractor shall notify 97 AMW/Command Post, (580) 481-7391 of the equipment failure. The contractor shall physically remove the non-functioning equipment and deliver it to 97 AMW/Command Post, (580) 481-7391 for disposition of repairs. 5. The contractor shall restore the system to full operational capability within 24 hours of arriving on-site to conduct initial troubleshooting unless it is determined not to be systemic failure. 6. Government furnished parts/equipment to be provided to the contractor as needed. The government shall have on hand in operating condition at a minimum, the following: One (1) each, COHU 3925 iDome Camera One (1) each, Axis-2401 Video Server 7. The contractor shall provide incidental parts for system maintenance to include connectors and nitrogen as part of preventative and repair of system. 8. Replacement/repair of all equipment not considered incidental, i.e. camera UPS, cable, etc, shall be identified to the government 97 AMW/Command Post, ext 481-7391 for approval to determine responsibility for and method of replacement or repair. 9. All replacement equipment and parts shall carry the standard commercial warranty. Labor for all repairs not related replacement of government furnished equipment shall have a one year warranty. 10. The contractor will ensure that all maintenance actions performed will be conducted within local, state and federal safety regulations.
