Description

THIS IS NOTICE OF CONTRACT ACTION (NOCA) The Air Force Flight Test Center (AFFTC) intends to solicit and award a sole source, firm fixed price contract to Simulationand Control Technologies, INC., PO Box 426, 970 ConKlin RD, Conklin, NY 13748. This acquisition shall acquire materials and software that will provide the USAF Test Pilot School the capability to link with the Navel Test Pilot School as Navy utilizes the same system. The materials and software will aid in student training, research, and curriculum development. The purchase will consist of: Seven (7) Channel Electric Control Loading System and Frame. Material Kit Model 2145 (3) (1-Pitch, 1-Roll, 1-Yaw) Material Kit Side-Stick (1-Pitch and 1-Roll) Material Kit Throttle (1-Left Throttle and 1-Right Throttle) Two (2) Power Trays with Amplifiers for the loaders. SCT PC104 Card I/O One (1) Seat One (1) Generic Stick with Mixer and Grip for the center stick One (1) Generic Grip for the side stick One (1) Generic Rudder Pedals with Toe Brake Pots Computer Hardware 19" Rack Mountable Industrial Grade Chassis 1.1 GHZ SBC or faster SCT PC104 IO Boards Ethernet Host Interface Basic Computer Software RTLINUX Operating System CLOAD6.0 Control Loading Software (Generic Model) All model development source code and gcc compilers supplied Base Frame Assembly Complete Drawing Package System Prints Flight Controls Installed Generic Pedals All associated Linkage and mixers ELECTRO-LOAD System Installed The North American Industry Classification System (NAICS) code is 332995 Contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government?s requirement. Responses shall be limited to 15 pages and should include, as a minimum, (1) evidence of past experience; and (2) related projects and/or existing systems, etc. Anticipated Award date is 27 Sep 05. Responses must be received no later than (NLT) 4:00 p.m., Pacific Standard Time on the posted close date. Responses should be submitted to: Directorate of Contracting, AFFTC/PKDB (Steven Barry), 5 South Wolfe Avenue, Bldg. 2800, Edwards AFB, CA 93524-1185. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received before the due date published in this notice. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. It is not to be construed as a commitment by the Government. The Government does not intend to pay for any information provided under this synopsis. All respondents are reminded of the required Central Contractor Registration (CCR) requirement and Online Representations and Certifications Application (ORCA) to be considered eligible for any potential Department of Defense contracts.
