Description
This is a combined synopsis/solicitation for the purchase of a Free Standing Executive Suite and Systems Furniture Workstations manufactured by Paoli, Inc., Paoli IN. This is a Brand Name or Equal, commercial commodity to be procured for Wright-Patterson Air Force Base, Ohio, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Solicitation Number FA8601-05-T-0212 is issued as a Request for Quotation (RFQ). ALL QUOTES ARE DUE no later than 3:00 pm (EST), WEDNESDAY,28 SEPTEMBER 2005. This RFQ is being conducted as a commercial item procurement using Simplified Acquisition Procedures (FAR Part 13). This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-05, Effective 26 Aug 2005 + Class Deviation 2005-o0001. THIS ACQUISITION IS A 100% SMALL BUSINESS SET ASIDE. The solicitation number is FA8601-05-T-0212, North American Industry Classification System (NAICS) code 337214, Size Standard 500 employees. This requirement consists of four line items. This following items are manufactured by Paoli, Inc. Please see Attachment 1 Specifications list for technical information, Paoli part numbers, and quantities required. CLIN 0001 Executive Suite, consisting of executive "U" unit desk with multi ped credenza, w/center drawer and two grommet opening, upper hutch; fabric tackboard for hutch (grade D fabric), 3-drawer lateral file, combination wardrobe and shelf storage, conference table top, and drum base support for conference table top. CLIN 0002 Workstations and accessories for 6 offices, including left and right ped desks, return boxes and ped files, bookcases, fabric tackboards, file/wardrobe units, lateral files, bookcases, and center drawers. CLIN 0003 Assembly/Installation Labor CLIN 0004 Design Layout FOB point is Destination (Wright-Patterson AFB OH). Quoted prices shall be delivered (F.O.B. Destination) prices. All quoted prices shall be effective for a minimum of 60 days. Offerors shall include their best possible delivery with their quotes. Award will be based on best value to the government, see FAR 52.212-2 - Evaluation - Commercial Items. Evaluation factors are adherence to required specifications , price, and delivery/installation. IMPORTANT NOTICE TO CONTRACTORS: Any award resulting from this solicitation will include DFARS Clause 252.237-7003, Electronic Submission of Payment Requests. Section 1008 of the National Defense Authorization Act of Fiscal Year 2001 requires any claims for payments (invoices) under DoD contract to be submitted in electronic form. Wide Area Workflow-Receipt and Acceptance (WAWF- RA) is the DoD system of choice for implementing this statutory requirement. Use of the basic system is at no cost to the contractor. Contractors must complete vendor training, which is also available at no cost, at http://www.wawftraining.com. Prior to submitting invoices in the production system, contractors must register for an account at https://wawf.eb.mil/. AFFARS Clause 5352.223-9000, Elimination of Use of Class I ODS, applies to this acquisition. Except for submission of FAR 52.212-3 and DFARS 252.212-7000, Contractor Representations and Certifications, there is no special format or form required for submitting quotes. For your convenience, these clauses attached to this synopsitation as Attachment 2. Contractor shall be registered in CCR prior to award. By submission of a quote, the quoter acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation. The Government will make an award from this request for quotation to the responsible quoter whose quote will be most advantageous to the Government. The Government reserves the right to not make an award at all. The clause at AFFARS 5352.201-9101, Ombudsman (Aug 2005), is applicable to this acquisition. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. Address issues, concerns, and questions regarding this acquisition to the contracting officer. You may refer them to the Ombudsman if, after discussing them with the Contracting Officer, you feel that you are not effectively communicating with the government. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
