Description
COMBINED/SYNOPSIS SOLICITATIONS 1. This is a combined synopsis/solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number FA7000-05-T-0167, in accordance with FAR Parts 12 & 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05, 26 Aug 05. The North American Industrial Classification System (NAICS) number is 314129 and the business size standard is 500 Employees. This is 100% small business set-aside. This is a Name Brand Fabric purchase no substitutes. 2. LINE ITEM 0001 Blanket, Polartec 200 1130 each $_______ total $_________ with serge seam finish on all four sides. Size: 90? X 67? color: Pimento (red) FOB Destination ONLY Delivery requirement: FOB for this RFQ is Destination. Quotations received with FOB other than Destination will be not be considered. Delivery is required 25 March 2005. Bar Code label requirement: A bar code label containing a 10 ABW/LGLC approved stock number, brief description each package and on each shipping container. This Product must comply with the Buy American Act (100% manufactured in the USA; and at least 51% of the cost of materials made, fabricated, purchased must be MADE IN THE USA.) 3. The following Federal Acquisition Regulations (FAR) clauses apply to this combined synopsis/solicitation and offerors must comply with all instructions contained therein: FAR 52.212-1, Instructions to Offerors-Commercial Items, addenda applies: Contractor shall submit their quote on company letterhead, provide solicitation number, name, address and telephone number of the offeror, unit pricing and an over all total price, cage code, DUNS number, size of business, warranted information and a statement that the provision at FAR 52.212-3 has been completed electronically on line at http://orca.bpn.gov/publicsearch.aspx, and copy DFARS 252.225-7000 filled in, and any acknowledgement of solicitation amendments. Quoters shall provide up to three (3) references that are recent and relevant contract/purchase orders for the same or similar type items (including contract numbers, points of contact with telephone numbers and other relevant information within the last 3 years. Must be registered with Central Contractor Registration CCR This is a requirement to do business with the Department of Defense Air Force. No contract can be awarded to any company without this registration: www.bpn.gov/CCRINQ. 4. The provisions at FAR 52.212-2, Evaluation-Commercial Items apply to this acquisition. The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Performance Price Tradeoff (PPT) 1. Past Performance 2. Price. The tradeoff process will be determined on the basis of the comparative assessment of offeror's? past performance and price. (a) Price: Price will be evaluated to determine its fairness, and reasonableness as it relates to the item offered. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. (b) Past Performance: Past performance will be evaluated to ensure satisfactory business practices and timely performance. Past performance is significantly more important than cost or price. The government may base its judgment on information obtained through any form of assessment reporting systems, statements of opinion from any source provided by the offeror and/or obtained by the government, the contracting officer?s/evaluation team members? knowledge, customer surveys, or other reasonable basis. The Government intends to evaluate offers and make award without discussions; however, this does not preclude the Government from having discussions if it is in the best interest of the Government to do so. 5. The provision at 52.212-3 shall be completed electronically on line at http://orca.bpn.gov/publicsearch.aspx, and DFARS 252.225-7000 with its quote. The following clauses apply to this acquisition. The clause 52.212-4, Contract Terms and Conditions ? Commercial Items with the following addenda applies to this solicitation FAR 52.242-15, Stop-Work Order, DFARS 252.204-7004 Alt A (NOV 2003), Required Central Contractor Registration Alternate A (Nov 2003), DFARS 252.225-7031, Secondary Arab Boycott of Israel (APR 2003), and USAFA 5352.242-9500, Contractor Access to Air Force Installations (MAY 2003). 6. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition. Specifications: United States Air Force Academy Purchase Description 34TRW/SDCU-184 Polartec? Series 200 Water Repellent Thermal Blanket 20 January 2005 ABSTRACT. This purchase description covers the requirements for Polartec? Series 200 double-faced pile fabric blanket for the United States Air Force Academy. 1. SALIENT CHARACTERISTICS: a. The blanket shall be made of Polartec? Series 200 double ?faced pile fabric. The Polartec? Series 200 unique process shall provide water-repelling properties for the life of the blanket. b. The Polartec? Series 200 shall have a finish on both sides of the blanket for maximum durability and resistance to pilling. c. The Polartec? Series 200 shall have superior insulating properties with CLO values of 1.2. and highly breathable. d. The Polartec? Series 200 shall resists mildew. 2. COLOR: a. Color: The Polartec? Series 200 Blankets shall be in the following colors: Pimento, Blue Steel, Gold, and Air Force Academy Blue, see Table I. Polartec? Series 200 Blanket Cable Colors below. The Polartec? Series 200 colors shall be in accordance to the Standard Color Reference of America, l0th Edition. The thread used for serging all four sides of the blanket shall match the cable color for each blanket. Table I. Series 200 blanket conforming to the requirements of this purchase description. 7. INSPECTION: a. Inspection: The contractor shall inspect the finished products 100% for compliance with this purchase description prior to submitting to the USAFA for final inspection by 34 TRW/SDCU Quality Control personnel. b. Final Inspection: The point of final inspection and acceptance of the finished articles shall be at the USAF Academy, using ANSI/ASQC Z1.4-1993 and this purchase description. c. Inspection Levels And Acceptable Quality Level: Inspection levels and acceptable quality levels (AQL?s) expressed in defects per hundred units (DHU) shall be in accordance with ANSI/ASQC Z1.4-1993. To get an accurate understanding of defects per hundred the inspector shall follow ANSI/ASQC Z1.4 Inspection Levels and it?s instructions. To obtain a copy of ANSI/ASQC Z1.4: 1.
