Description
The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ (NAWCADLKE) intends to negotiate a contract for the procurement of the below listed parts to be used on the V-22 aircraft. P/N 90 000 087, 2 each, NIIN 01-525-8166: This test set allows test and analysis of the following systems: Transponders (Modes 1,2,3A, C and S) DME (distance measuring equipment), interrogator (modes 1,2,3A, C and 4) and TCAS (traffic alert and collision avoidance systems). P/N 90 000 049, 3 each, NIIN 01-421-5845: This test set performs tests on the VHF omnidirectional radio range-localizer, glidescope and marker beacon signals. Either of the VOR tones of 30HZ can be deleted for a flag check, and a standard 1020 HZ modulation tone can be added. A frequency of 108.00 MHZ (X channel) or 108.50 (Y channel) may be selected as carriers. Utilizing both channels, an operator can perform adjacent channel interface/rejections tests. The contractor shall supply all labor, equipment and consumable supplies to manufacture in its entirety. This requirement is for supplies for which the Government does not own specifications or drawings to permit full and open competition. The Government intends to procure from Tel-Instruments under the authority of 10 U.S.C. 2304(c) (1), implemented by FAR 6.302-1. Tel-Instrument is the only company with requisite knowledge and technical capability to manufacture the parts. Firms that recognize and produce the required item described are encouraged to identify themselves. All responsible sources may submit a proposal, which may be considered by the Government in determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. However all requests must be received within 15 days. Responses should reference N68335-00-T-0063 and be submitted on or about 11 OCT 2005 .
