- This requirement is in support of the Naval Undersea Warfare Center Keyport. This requirement is being issued as a Combined Synopsis/Solicitation for Commercial Services in accordance with FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this requirement issued as a Request for Quotation (RFQ) N00253-05- Q-0197. This combined synopsis/solicitation incorporates the provisions and clauses in effect through Federal Acquisition Federal Circulars 2005-05. The applicable NAICS code for this requirement is 511210 and has a size standard of 750 employees. Our requirements are: CLIN 0001: ELECTRONIC COMPONENT DATABASE Requirement - Access to electronic component database on-line service. Database shall have access to electronic components (both government & commercial) by part number, keyword, parametric value, logo, picture, or manufacturer. User shall be able to search by P/N, Generic P/N, Manufacturer, Parameter, Function, Keyword, Category, Military/DESC, Federal Supply, NTE, or Internal P/N. Service shall be updated every 30 days with daily updates for certain parameters. Search criteria shall allow for any combination of search variables employed at one time, including exploring a range of values for a particular technical characteristic. P/N queries shall allow the user to search by any portion of the part number. System shall have the capability to search by specifying technical characteristics of an item; technical characteristics searching shall allow for range searches as well as allowing users to view and select common values for a given parameter. System shall have the ability to store custom parts and preferred vendor data along with the standard library of information delivered and updated every 30 days. System shall include historical data on discontinued parts and their replacements. CLIN 0002: LOGISTIC INFORMATION ACCESS - Access to parts and logistics information, including procurement history. The research tool shall automatically cross-reference various databases anytime a search is initiated. The tool shall integrate the obsolete to replacement NSN file and the historical NATO file. The following are unique requirements for Keyport: *Lists associated NSN?s for each document, by PIDSPEC or P/N *Searches by AND/OR for associated NSN?s through keywords *Displays historical/superseded documents *Unlimited NSNs by FSC *List NSNs with or without procurements *Batch Searching This Logistics Information access shall be an on-line research tool designed to meet the needs of engineers, item managers, logisticians, and parts researchers. The databases supplied shall include the Federal Logistics Information System (FLIS, formerly TIR; MCRL 1, 2, & 3; ML-C), H2, H6, MOE Rules, Technical Characteristics data (V-Segment of FILDR), H4-H8 (CAGE) including a linkage to Dun and Bradstreet information, Catalog Express Information, Product Item Description (PID), PID Specification, Standards Drawing references, the complete military specification and standards index,DO43/DO43 X-File, DO49, SNUD, COMPLETE Historical Procurement History (including Army, Navy, Air Force, Marine Corp, DLA Inventory Control Points, GSA and local government agencies), LIRSH, DODAAF, Navy CRF, MRIL, AMDF, SB700-20, HMDF, P2300/P2310/P2330, P2002, CHAIN, MIAPL, NICN/NIIN, APL/AEL , and Work Unit Code (WUC). The database shall have the capability to be searched by any combination of! the following fields: Manufacturer?s part number (which must be found by specifying ANY portion of the part number); FSC; NIIN; NSN; Item Name (both approved and unapproved item names); CAGE Code; Company Name; Source of Supply; Acquisition Advice Code; Item Name Code; end-item codes from the Army, Navy, and Air Force; Navy COG code; PID Keyword; PID Specification; Technical Characteristics. The database shall reference PID information for any NIINs that report such information. The database shall have capability to search obsolete NIINs found in Section K or E of the FLIS database, and instantly reference the correct replacing NIIN. Company Name searches shall be provided to allow the user to select multiple CAGE codes that represent the company name searched. Selecting only one CAGE code from a Company Name pick list will be considered unacceptable. Each database shall have the capability to be independently searched by applicable fields or combination of fields, e.g., the WUC database must support searching by Work Unit Code (brief and extended) and item name. The AMDF must be searchable by any combination of the following search keys: NIIN, Keyword, EIC, and LIN. Procurement Histories must be searchable by NIIN, CAGE code, Company Name, Keyword, Source and Contract Number, Government Fiscal Year. The MIAPL must be searchable by APL/RIC, Nomenclature, Drawing Number, Specification Number, NIIN, CAGE code, and Manual Number. The DODAAF database must be searchable by City, Country, Agency Name, State, Zip Code, or DODAAC Code. The CAGE-code database must be searchable by any combination of the following search keys: CAGE code, Company Name, City, State, Zip, SIC, and Telephone Number. CAGE-code data shall be accessible at any time while using the service. All CAGE codes must be defined by double clicking on the CAGE value. A tool bar icon will allow for CAGE-code deciphering at any time while using the product. Technical Characteristics shall have the capability to be searched by specifying any search in the FLIS then narrowing the search by any applicable technical characteristics, regardless of INC or Item Names. Users must be able to research parts by entering one or more of its technical characteristics, including numeric-range values. Users must also have the ability to select one or more answers from a pick list of valid replies. Selecting only one value from the pick list will be considered unacceptable. Users must be able to cross-reference the FLIS data for each technical characteristic record retrieved, and view all relevant data to the computer screen. A flexible Batch feature shall be available to query each database independently by any single search key. The database shall also be searchable by a Part/CAGE-code combination in order to retrieve just those specific records. Users must not be limited to the number of batch values s earched when entering batch values by file. The system must allow up to 500 search values to be entered when batching by keyboard. The batch processing must take place on the server so the user?s workstation is not tied up during the batch process. The system shall have a flexible wildcard capability allowing user to place wildcards (either single character or multiple) at any place in the keyword, part/stock number, document number or other search criteria. Access to a service tracking commercial and military part numbers shall be provided. The provided parts subscription shall include access to A Universal Parts Center database. This database allows users to search a large parts database by specifying a part number, keyword, or company name. The database is made up of part information supplied by commercial vendors as well as part information extracted from various other databases. Users shall be able to locate critical information on the part they are seeking such as the address and phone number of the manufacturer/distributor and the NSN, if available. Data supplied from the manufacturer/distributor can also include description, quantity in stock, price, availability, condition, unit of issue, URL link to the vendor?s home page, a link to the manufacturer/distributor?s profile information, and the ability to conduct e-commerce. The system shall provide an instant, clearly-visible cross-reference to additional databases that have more information regarding the part searched. The CRF and CHAIN databases shall be in the list of databases referenced. CLIN 0003: MILITARY SPECIFICATIONS/STANDARDS AND VENDOR TECHNICAL INFORMATION - Provide online access to military specifications/standards and vendor technical information. Service to include a comprehensive search engine that allows various types of searches, with the ability to identify specific documents from the results list, then view the actual document pages. Internet access to required specifications and standards (listed below) via a single site. Specifications and standards shall include full-text ASCI documents. These documents shall be searchable by keywords within the actual text. The documents also shall allow text to be ?cut & pasted? into required work projects. The following standards are required and shall be accessible by one simultaneous user at one time: Aerospace Industries Association of America - AIA/NAS, American Society of Mechanical Engineers ? ASME, American Society of Quality ? ASQ, American Society & Testing & Materials - ASTM, Institute of Electrical & Electronics Engineers ?IEEE, Institute for Interconnecting & Packaging - Electronic Circuits ? IPC, National Electrical Manufacturers Association ? NEMA, Society of Automotive Engineers ?SAE, Vendor Catalog Express Services shall include the following documents in same Internet-accessible service (NOTE: These documents shall be accessible by four users for the active military services and two users for the historical users simultaneously): Military and Federal Specifications and Standards (Active & Historical), Joint/Army-Navy Specifications and Standards (JANS), Military and Federal Qualified Products Lists (QPLS), Military Handbooks, Military Bulletins, MS Drawings, AND, ANA, AN Drawings, DESC/SMD Drawings, Data Item Descriptions, Commercial Item Descriptions (CIDS), Federal Information Processing Standards (FIPS). Access shall be provided via a single index that shall contain the following features for all document types required: Document Summary shall include: Title, Scope, Intended Use Statement, Keywords Assigned by Author, and Applicable Documents. Shall be able to link directly to Applicable Documents including commercial, non-government standards. Searching: Search by document number, portion of a document number or wildcard search. Keywords must be searchable in the Title, Scope, and Intended Use Statement. Keyword searching of the full text of core services documents. Document History: Shall include date of the basic document as well as any revisions or amendments. Responsible Activities: Report shall include addresses and phone numbers for Preparing Activities, Custodians, Reviewers, and the Society/Organization. User Tracking: The system shall have the capability of tracking usage by user name or project number shared by any number of user names. Reports must be generated to show usage by username and/or by project number. Updates: The system shall be updated continually within seven days of receiving published updated data to ensure up-to-date, accurate information. The service shall be fully updated and supported by the contractor. Document Images/Test: Images must be viewable PDF (Adobe) or ASCII files. Must be able to print individual pages, range of pages or the complete document. System must have capability to identify frequently used documents and be notified of updates to these documents. CLIN 0004: Catalog Retrieval - Service shall include a comprehensive database including actual vendor catalog pages. Service shall include a full range of product and services data, and engineering data. Service should allow viewing of product descriptions, dimensions, and performance characteristics of a component or assembly. The service should use standard Web browsers to find and display information. The service should conduct a full-text search and return a result list matching the user's search criteria. From that list, the user should be able to select the desired listing and view the manufacturers catalog pages. The system must allow locating data by the following methods: Searching by keyword, including Brand/Trade Names, Searching by Part Number, Searching by Mil Specs and Standards, Searching by Manufacturer Name. When search is complete, the system shall show the following information: The pages from the manufacturers catalog showing the selected product. Complete manufacturer contact information including, but not limited to, the manufacturer's full name, with the parent and other corporate affiliations; home office address; telephone numbers, including toll free numbers and fax numbers; and worldwide sales office and distributor listings. CAGE codes, Links to web sites when available. Alternate manufacturers who reference the same product. NUWC, Keyport requires that the user be able to access the complete Service from one Vendor. Multiple entry points are deemed unacceptable. Offerors must meet the standard for FAR 9.104. The following clauses apply to this solicitation: FAR 52.212-1 Instructions to Offerors. FAR 52.212-2 Evaluation-Commercial Items. Evaluation for this requirement shall be: technical go/no go, price and past performance via Red/Yellow/ Green and Past Performance Information Retrieval System (PPIRS). FAR 52.212-3 Offerors Representation and Certification-Commercial Items, FAR 52.212-4 Contract Terms and Conditions-Commercial items, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, FAR 52.204-7 Central Contractor Registration and DFAR 252.225-7000 Buy American Act-Balance of Payments Program Certificate. The following DFAR clauses are incorporated by reference 252.204-7004A Required Central Contractor Registration. Quotes/Offers are due no later than 28 September 2005 , 1300 hours Pacific Time. Contractors interested in submitting quotes must (1) complete the pricing providing unit prices and extended pricing, (2) complete all Representations and Certifications, DUNs Number information, and Buy American Act information found in the above clauses. (3) Offerors are requested to provide Descriptive Literature with their quote. (a) Descriptive literature, as used in this provision, means information furnished by an offeror, such as cuts, illustrations, drawings, and brochures, that shows a product's characteristics or construction or explains its operation. The term includes only that information required to evaluate the acceptability of the product and excludes other information for operating or maintaining the product. (b) Descriptive literature is required to establish, for the purpose of evaluation and award, details of the product offered that are specified elsewhere in the solicitation and pertain to significant elements, such as: (1) Design, (2) Materials, (3) Components, (4) Performance characteristics, and (5) Methods of manufacture, assembly, construction or operation. (c) Descriptive literature, shall be: (1) Identified to show the item(s) of the offer to which it applies, and (2) Received by the time specified in this solicitation. (d) If the offeror fails to submit descriptive literature on time, the Government may reject the offer, except that late descriptive literature sent by mail may be considered under the Submission, Modification, Revision and Withdrawal of Proposals provision in accordance with FAR 52.212-1 paragraph (f). (e) If the descriptive literature fails to show that the product offered conforms to the requirements of the solicitation, the Government may reject the offer. Contractors shall ensure current registration in the DoD Central Contractor Registration database http://www.ccr.gov. The Purchase Order resulting from this solicitation will be awarded based on the following evaluation factors: (1) Technical: Offers must meet or exceed the specifications in the solicitation and any subsequent amendments. (2) Price: For offers which meet all other evaluation factors, award will be made to the low offeror based on price and the following price evaluation factors: Single award for all items. Due to the interrelationship of supplies and/or services to be provided hereunder, the Government reserves the right to make a single award to the offeror whose offer is considered in the best interest of the government, price and other factors considered. Therefore, offerors proposing less than the entire effort specified herein may be determined to be unacceptable. (3) Delivery: Offerors must meet the required delivery date. (4) Responsibility: Offerors must meet the standard for FAR 9.104. Past performance evaluation criteria to be price and the Navy Red/Yellow/Green database. No paper copies of this RFQ / amendments will be mailed. Failure to respond to this RFQ and associated amendments prior to the date and time established may render an offer non-responsive and result in rejection.
