Description
AIR FORCE YOUTH/FAMILY RUNNING EVENT: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being accepted and a written solicitation will not be issued. This requirement is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-20. The NAICS Code is 711320; size standard $6M. A firm fixed price award will be made to the responsible offeror submitting the quote that provides the best value to the Government based on low price, technical capability and past performance. Past performance needs to be of similar size, acquisition and scope and be within the last 5 years. The offeror shall provide the following information: Program/Project Title, Contracting Agency/Company (including address), contract number, description of contract/project effort; period of performance, contract dollar value, and name, title, current address, and telephone number of contracting officer, project manager or adminstrative contracting officer or key points of contact with knowledge of the specific contract/project. The Air Force Family Member Program plans to award a contract to provide a youth run in accordance with the following statement of work. STATEMENT OF WORK: AIR FORCE YOUTH/FAMILY RUNNING EVENT AND TRACK AND FIELD SPECIALTY CAMPS (1) Description of Services: Scope : Introduction: Air Force Family Member Programs are located on each Air Force installation. Our programs encompass a broad range of services and activities in seven distinct core areas for youth age 5-18 years. Our goal in providing a worldwide youth run and track and field camps is to support the fitness core program area. With the negative national stats on youth obesity, our emphasis on offering child/youth fitness programs has increased in all core areas of our youth programs. (2) Training The objective of training is to offer 2 programs: a special AF-wide running event for youth ages 5-18, including parents to create a Family Run and track and field camps at designated Air Force Bases. AF Wide Running Event: The running event theme and promotion must be patriotic. Running distance must be: ages 5 and 6 - ˝ mile course; ages 7 and 8 - 1 mile course; ages 9 to 15 - 2 mile course; and ages 16 and up - 3.2 mile (5K) course. Conduct Track and Field Camps that would expose youth to a broader range of running activities that our bases currently do not have the expertise to offer. Bases would receive the training to offer track and field beyond the camp. (3) Contractors Responsibilities for AF Wide Running Event: The contractor shall provide a “turn-key” program with complete materials and on-line registration for a family running event for participants ages 5 to adult for use in Air Force Youth Programs located in eighty-three sites in the United States and overseas. (Appendix A) The program will be offered up to 11,000 participants. The contractor shall provide materials to Youth Program managers and staff and must include all the materials needed to conduct a running event/program for this target group. Also included must be an option for bases to offer an on-line registration for all participants. The contractor must supply and maintain a URL for registration for the bases that choose this option of registration. The website will accept parent registration for each child as well as the parents’ registration. The website must provide a report listing for each base POC of each participants’ name and age. The contractor shall include in the “turn-key” materials required for the event at a minimum: § “How To” Implement Event Book with full procedures on conducting a running event to include but not limited to marketing and publicity ideas, laying out the course, registration, communications, logistics for the event, working with volunteers, safety precautions, and appropriate checklists. § On-line registration with an administration function § 1 Entry form (word document) for re-prints for registration § 12 Run Posters with 4 color for advertisement with area at the bottom for each base to write in their specifics § Course instruction sheet § Event Start/Finish banners (2’ x 8’ banner that is 2 color, vinyl, one sided print) § Course schematic layout § 1 Course Sign Kit to include 42 signs: 2 ea registration check-in; 2 ea late registration; 2 ea T-shirts sign; 1 ea 1 mile; 2 ea 7&8 turn around; 2 ea 5&6 turn around; 2 ea ˝ turn around; 2 ea turn around; 1 ea 1 mile to go; 12 directional arrows; 2 ea water station ahead; 8 ea caution runners on the road; 2 ea start & finish. § 4 each rolls of course tape(1,000 ft ea) with logo § Event Tee shirts with 3 color patriotic theme in sizes from Youth Small – Adult Xlarge. Must incorporate a red, white, and blue theme. The logo will appear as a full front screen on the t-shirts. Logo elements must incorporate one of the following phrases Air Force Kids Run, USAF Kids Run or Armed Services Kids Run and may incorporate some or all of the following: (1) a patriotic theme such as US flag or stars, (2) youth ages 5-12 running (depictions of real youth must include both sexes and be multicultural or generic youth may be used such as stick figures), and/or (3) running event items such as running shores, start/finish banner, course layout track, etc. NOTE: HQ AFSVA/SVPY will approve the shirts and logo prior to contractor ordering tee shirts. § Runners numbers with logo for both youth & adult § 4 each safety pins per runner to attach runner numbers § 12 volunteer shirts with 2 color screen – sizes Adult Med-Adult Xlarge § Course signs for adult 5K run § Marketing posters that incorporate the custom logo and leave a section on the poster to add local date, time and place of event. Recommended Race Day on ARMED FORCES DAY, 20 May 06. Contractor shall begin contact to collect base information and numbers NLT 30 Sept 05. Contractor shall mail materials to each base NLT 28 Feb 06 so the marketing materials can be used in advance to advertise the event. Contractor is responsible for all cost of shipping to each of the 83 bases. Contractor shall have website available for on-line registration NLT 1 Apr 06. The website for on-line registration must be secure so that Air Force youth and parent information is not accessible by others. The vendor may not use the information from on-line registration to sell the list of parents name to any other vendors and may not use the list of names for any advertising or e-mails. (4)Contractors Responsibilities for Track and Field Camps: Contractor shall conduct up to 10 - (1) weeklong track and field camps at various Air Force Bases throughout the continental United States. (Appendix B) Contractor shall offer camp for participant’s ages 9-13. Contractor shall offer camps for a week in length (5 days) and conducted as a minimum in 4-hour daily sessions. Contractor shall ensure camps include sessions on goal setting; learn skills to participate in track and field events; proper nutrition; academic emphasis; and stretching/conditioning. Contractor shall provide camps that should introduce participants to physical fitness and healthy lifestyles through basic track and field events. Contractor shall provide the base youth staff with all workshop materials, resources, in order to continue providing positive track & field experience for youth. Materials should include at a minimum 12 low-profile field cones, turbojav, stop watch, whistle, beanbags, 50M measuring tape, relay batons. Contractor shall provide equipment necessary to conduct a successful camp. Contractor will be responsible for all shipping and printing cost incurred for all the materials and supplies to get to each base prior to the camp beginning. Contractor should have their materials and supplies scheduled to arrive at the base NLT 7 days prior to the camp start date. Contractor shall have camps include staff trainings on implementation of a track and field program emphasizing FITNESS. Track & Field Event shall be held at the end of the camp allowing students to demonstrate their skills. The government shall provide a space that will be adequate to conduct the camp. The government will be responsible for advertising and taking registration for the camp. The Youth Program point of contact will provide the instructor with a class roster. (5)Professional Requirements of Contractor: Contractor will provide an instructor that has been fully trained and is knowledgeable and competent with all the required curriculum and materials. The contractor must ensure compliance. Ensure instructors’ teaching techniques are developmentally age appropriate. Have experience in conducting a running event on a large-scale basis and operating track and field camps for youth for a minimum of 5 years. Have liability insurance coverage of at least $1 million. Submit proof of insurance to HQ AFSVA/SVPY and AETC CONS/LGCK ten (10) days prior to the camp being conducted. Have the capability to conduct up to 12 track and field camps at different locations. Can provide the staff with a certificate of training for the completion of the training. Perform and have on file an individual security check on each instructor conducted by a nationally recognized organization. Documentation to HQ AFSVA/SVPY required prior to start of camps. Have the ability to communicate effectively with youth and adults. (6) Process and Procedures for Performing Duties: Coordinate logistical requirements for program with the host site project officers at HQ AFSVA/SVPY or base Youth Programs Point of Contact (POC). Coordination should include but not limited to: time of camp/training each day, location of program, shipping address and direction to the base. Arrival time should be coordinated so base access can be permitted. Logistical coordination should begin in Sept 05 and camp/training should be completed by 30 Aug 06. Contractor travel arrangement and expense incurred are the responsibility of the contractor. Airfare or ground travel to and from each host site should be the most advantageous mode of travel based on cost. Meal cost is the responsibility of the contractor. Host base will pay the cost of contractor’s lodging beginning with Sunday night check-in and ending on Saturday at checkout time. When available the contractor will be permitted base lodging, if not accommodation will be reserved at a local off-base contract quarters at no cost to the contractor. II. Service Summary (SDS) The following critical or major requirements of the SOW require quality assurance evaluation. (1) PERFORMANCE OBJECTIVE: Contractor shall provide training, which meets content, objectives and duration of program. STATEMENT OF WORK PARAGRAPH: SOW Section I Paragraph 2.1, 3.1, 4.1 PERFORMANCE THRESHOLD: At least 100% of the students should meet the objectives set forth in the SOW. Total course hours will be as contracted. (2) PERFORMANCE OBJECTIVE: Contractor shall comply with scheduled dates. STATEMENT OF WORK PARAGRAPH: SOW Section I Paragraph 3.5, 3.5, 3.6, 3.7, 6.1 PERFORMANCE THRESHOLD: All eligible students commence and graduate as scheduled. (3) PERFORMANCE OBJECTIVE: Contractor shall provide materials and equipment STATEMENT OF WORK PARAGRAPH: SOW Section I Paragraph 3.1, 3.2, 3.3 PERFORMANCE THRESHOLD: Materials are through, concise and age appropriate if required. PERFORMANCE OBJECTIVE: Contractor shall provide verification of Individual Security checks and Insurance STATEMENT OF WORK: SOW Section I Paragraph 5.3, 5.6 PARAGRAPH PERFORMANCE THRESHOLD: Reports and data are on time and in quantity required 100% of the time.
