Description
This requirement is a 100% small business set aside. This is a combined synopsis/solicitation for the purchase of Science Camps. Purchase Request Number F3PT5K5224A100. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05. Award will be made in accordance with FAR Parts 12 and 13 using Simplified Acquisition Procedures (SAP), as supplemented with additional information included in this notice. The vendor shall follow the Statement of Work when completing quotes. The NAICS Code is 611620; size standard $6,000,000. A firm-fixed price award will be made to the responsible offeror submitting the quote that provides the best value to the Government. Evaluation will be based on Past Performance, Compliance with Statement of Work and Price. Past performance needs to be of similar size, acquisition and scope and be within the last 5 years. All responses will be considered, but must be submitted on the requirement included in this synopsis and provide the following information for past performance: Program/Project Title; Contracting Agency/Company (including address); Contract Number; Description of Contract/Project Effort; Period of Performance; Contract Dollar Value; and Name, Title, Current Address, and Telephone Number of Contracting Officer, Project Manager or Administrative Contracting Officer or key points of contact with knowledge of the specific contract/project. To be eligible to receive an award resulting from this solicitation, contractor must be registered in the DoD Central Contractor Registration (CCR) database, NO EXCEPTIONS. To register, you may apply at http://www.ccr.dlsc.dla.mil. Responses to this notice shall be provided in writing (with original signature/date) to Vera Booker, AETC CONS/LGCK, 2021 First Street West, Randolph AFB TX 78150-4302, no later than 02 Sep 05, 2:30 PM (CT). Offerors must also include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications—Commercial. Items, that can be obtained at http://farsite.hill.af.mil. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The following clauses also apply: 52.212-4 Contract Terms and Conditions-Commercial Items. SCOPE: 1.1 Air Force Services Family Member Programs has sponsored the youth Specialty Camps since 1999. Special funds have been allocated in support of youth of deployed and duty separated Air Force members to increase opportunities in a recreational or educational experience. Professionals with an expertise in their field will conduct the specialty camps. The experts will travel to the Air Force Base to conduct the camps. 2. TRAINING: 2.1. The objective is to provide youth the opportunity to experience a new educational activity in a science venue through a one week half day camp setting. 2.2. Also Provide a training opportunity for the youth staff to be trained to conduct an on-going science adventure program. 3. CONTRACTORS RESPONSIBILITIES FOR YOUTH CAMP: 3.1. Contractor shall conduct up to 16 science camps at various Air Force bases throughout the continental United States (see list below). The camp will be conducted for children ages 7 to 12. 3.2. Camps are to consist of half-day workshops for 3 hours for 5 days, Monday through Friday. Curriculum and lesson plans should be based around the objective to improve science literacy by involving children in fun and exciting hands on lessons that are based on National Science Standards. Children should be introduced to thematic science concepts as they build projects, conduct experiments, and take part in a variety of science activities. 3.3. Contractor shall provide the theme of each camp based on the subject topic of Crime Busters/Spy Tek or Robotics. Each base will receive a lesson kit and the instruction of the specific topic to impact up to 30 children. The base Youth Programs will have a minimum of one staff member to assist the instructor during each session maintaining a one to 15 adult to youth ratio. 3.4. Contractor shall provide training on above curriculum and leave with the base 10 each lesson kits of Crime Busters/Spy Tek; Robotics for base to conduct on-going lessons. 3.5. Contractor will be responsible for all shipping and printing cost incurred for all the materials and supplies to get to each base not later than seven (7) days prior to camp start date. 4. CONTRACTOR RESPONSIBILITIES FOR STAFF TRAINING: 4.1. Contractor shall conduct up to 16 science-training camps for youth staff and volunteers at the same site as the youth camp. A maximum of 6 adults can be trained at each site. 4.2. Contractor shall conduct staff training that will consist of a 2-hour orientation to the program and up to 4 hours on each specific camp topic. The training will be held Monday through Friday and conducted at a time that best meets the needs of the program to ensure staff is available. 4.3. Contractor will ensure that upon completion of training, staff will be knowledgeable and competent to conduct a year around science program. Contractor will ensure additional kits are accessible and available and will consist of Crime Busters/Spy Tek; Robotics themes for the base to conduct on-going lessons. 4.4. Contractor will provide each base with written curriculum manuals, and curriculum support DVD or video. 5. CONTRACTOR RESPONSIBILITIES FOR BOTH YOUTH CAMP AND STAFF TRAINING: 5.1. Contractor will provide an instructor that has been fully trained and is knowledgeable and competent with all the required curriculum and materials. The contractor must ensure compliance with all Air Force Procedures and Guidelines. The contractor may obtain Air Force Procedures and Guidelines from the office of Air Force Services (HQAFSVA/SVPY). Ensure instructors’ teaching techniques are developmentally age appropriate. 5.2. The government will provide an inside space that will be adequate to conduct the camp and the training. A safe and isolated outside area will be designated for the projects that must be conducted outdoors. 5.3. The government will be responsible for advertising and taking registration for the camp. The Air Force Youth Program point of contact will provide a class listing to the contractor prior to the start of the camp. 6. PROFESSIONAL REQUIREMENTS OF CONTRACTOR: 6.1. Has experience in operating a science camp for youth for a minimum of 15 years. 6.2. Contractor has worked with the National Science Teacher Association. 6.3. Contractor shall have liability insurance coverage of at least $1 million. Submit proof of insurance to HQ AFSVA/SVPY and AETC CONS/LGCK ten (10) days prior to first camp being conducted. 6.4. Contractor shall have the capability to conduct up to four science camps at different locations at the same time. 6.5. Instructors have the knowledge and ability to conduct both the youth and the staff camp at the same site. 6.6. Can provide the staff with a certificate of training for the completion of the training. 6.7. Perform and have on file an individual security check on each instructor conducted by a nationally recognized organization. Documentation to HQ AFSVA/SVPY required prior to start of camps. 6.8. Has the ability to communicate effectively with youth and adults. 7. PROCESS AND PROCEDURES FOR PERFORMING DUTIES: 7.1. Coordinate logistical requirements with the host site project officers at HQ AFSVA/SVPAC or base Youth Program point of contact (POC). Coordination should include but not limited to: time of camp and training each day, location of program, shipping address and direction to the base. Arrival time should be coordinated so base access can be permitted. Logistical coordination should begin in Sep 05 and camp/training should be completed by 30 Aug 06. 7.2. Contractor travel arrangement and expense incurred are the responsibility of the contractor. (Airfare or ground travel to and from each host site should be the most advantageous mode of travel based on cost.) Meal cost is the responsibility of the contractor. 7.3. Host base will pay the cost of contractor lodging beginning with Sunday night check-in and ending on Saturday at checkout time. When available the contractor will be permitted base lodging, if not accommodation will be reserved at a local off-base contract quarters at no cost to the contractor.
