Description
This is a combined synopsis/quotation (RFQ) for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Immigration and Customs Enforcement, Detention & Removal, #7 Tabonuco St., Guaynabo, PR, is requesting a quotation for fresh packaged meals. Period of Performance to be 10/01/2005 through 09/30/2006 with an option for four (4) additional one year option periods. Contractor shall prepare fresh packaged Breakfast/Lunch meals two (2) days a week and holidays for an estimated average of 100 monthly meals of each type and fresh packaged Dinner meals seven (7) days a week for an estimated average of 200 monthly meals to consist of the following: 1) Breakfast: 2-sausage, 2-bacon, 2-pancakes, 2-scrambled eggs, 1- juice; 2) Lunch: 1- Turkey Sandwich or Hamburger (with tomato, lettuce), French fries, and 1-soda; 3) Dinner; 1-cup of rice, 1 cup of beans, 1- chicken patty, 1-soda; 4) Vegetarian meal (as required); Chef Salad or BOCA Burger (Soy Ground Meat), French fries, 1-soda. All meals shall be prepared off-site and picked up by the Government. Contractor location to be within 3 miles from Government location. Contractor will make liaison with Government point of contact to determine number of meals required per meal on a daily basis. All health and safety issues will comply with industry standards dealing with food preparations. The Offeror shall provide: (1) prices per each meal (2) Copies of current operating/health certificates. FAR 52.212-2 Evaluation-Commercial Items applies with evaluation factors of technical capability to meet the Government needs and price. The Government shall award on all or none basis. The following FAR Clauses are incorporated by reference: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, which incorporate the following Clauses: 52.222-21 Prohibition of Segregated Facilities; 52.222-26 Equal Opportunity (E.O. 11246); 52.222-35 Affirmative Action for Disabled Veteran Era (38 U.S.C. 4212); 52.222-36 Affirmative Action for Workers with Disabilities (29 U.S.C. 793); 52.222-37 Employment Reports on Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212; 52.225-3 Buy American Act-Free Trade Agreement-Israeli Trade Act.; 52.217-9 Option to Extend the Term of the Contract; 52.232-18 Availability of Funds; 52.232-19 Availability of Funds for the Next Fiscal Year, (9/30/2006, 9/30/2006) and 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration. Successful Offeror will complete the information in 52.212-3 Offeror Representations and Certifications-Commercial Items and submit their representation and certifications via ORCA at http://orca.bpn.gov in response to this RFQ. The Offeror may obtain the full text of the clauses electronically at web site http://www.arnet.gov/far. Request for Quotation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-05. The North American Industry Classification System Code (NAICS) is 722310; Size Standard is 17.5 Million. Closing date or response date for this synopsis/quotation D&R060001 is September 29, 2005 at 2:00pm, Pacific Daylight Time. Only written responses will be accepted.
