Description
NATO/Headquarters, Supreme Allied Commander Transformation (SACT) intends to issue a notification of intent (NOI) for an invitation for international bidding (IFIB) for contracting support for Change Management, Information Knowledge Management and further support and implementation to subordinate ACT commands, Joint Warfare Center (JWC), Joint Forces Training Center (JFTC) and Joint Analysis Lesson Learned Center (JALLC). The BUDFIN, Purchasing & Contracting Branch within SACT is the contracting agency. The reference for this NOI is ACT-SACT-05-86. HQ SACT is soliciting Contractor support for the following projects: Ongoing organizational change management through SACT. Further development of the ACT Balanced Scorecard (BSC), Information and Knowledge Management (IKM) and integrated data management. Support for further development and implementation of the Joint Warfare Center (JWC), Joint Force Training Center (JFTC) and Joint Analysis and Lessons Learned Center (JALLC) concept within ACT. These three centers are known as the JJJs. Classification: NATO UNCLASSIFIED Estimated contract value: $900,000 to $3.5 million ELIGIBILITY Interested firms must be nominated by their National Authorities with the required Declaration of Eligibility. REQUESTS FOR PARTICIPATION RECEIVED DIRECTLY FROM FIRMS CANNOT BE CONSIDERED. IMPORTANT DEADLINES 1. Final date for the U.S. Department of Commerce to submit a Declaration of Eligibility (nomination letter) on your behalf: 15 October 2005. 2. Anticipated date that the Invitation for International Bidding (IFIB/IFB) will be issued: 20 October 2005. 3. The anticipated bid closing date is scheduled for 2 December 2005. CERTIFICATION THE U.S. DEPARTMENT OF COMMERCE DOES NOT SERVE AS THE CONTRACTING AGENCY FOR NATO PROJECTS. HOWEVER, ALL FIRMS WHOSE FACILITY IS LOCATED WITHIN THE UNITED STATES MUST BE CERTIFIED BY THE U.S. DEPARTMENT OF COMMERCE IN ORDER TO QUALIFY TO BID FOR THIS PROCUREMENT. The contracting entity is the SACT BUDFIN, Purchasing and Contracting Branch. Only firms that the U.S. Department of Commerce has certified as eligible will be allowed to bid. A Declaration of Eligibility (nomination letter) will be submitted to SACT.
