- The National Institutes on Drug Abuse (NIDA), Intramural Research Program (IRP) intends to award on a sole source basis the services of Mr. Stephen R. Gane, of Gaithersburg, MD for the Ethics Consulting and Support to include outside activities, travel (foreign, domestic and sponsored) and Technology Transfer Programs. The North American Industry Classification System Code is 541611 and the business size standard is $6M. Background: The supplies and services are being procured in accordance with simplified Acquisition Procedures authorized by FAR Part 13.106-1. The National Institutes of Health imposed New Ethics Rules relating to ethical conduct, conflict of interest and financial disclosure. The NIDA/IRP is responsible for providing general support in terms of review and application of NIH standards regarding ethical conduct. Period of Performance is 1250 hours during 10/16/05 through 10/15/06.Contractor Qualifications: 5 years work experience at NIH and 5 years work experience with NIDA developing and implementing ethical principles and practices. The 5 years work experience with NIDA must include work with ethics, outside activities and travel programs. The contractor must demonstrate knowledge and understanding of the NIDA 5 year Strategic Plan and all components of policies relating to ethics, outside activities and travel programs. The contractor must have intensive experience using Microsoft Word, Access and Excel. The Contractor must use knowledge of the NIH and NIDA Technology Transfer Program with demonstrated experience reviewing technology transfer Requirements: This includes work with senior officials in preparing internal policy statements and procedural guidance to issue policy and procedural manuals for distribution to NIDA/IRP employees and consultative support to IRP scientists on matters of good ethical practices. This must be in concert with applicable NIH and DHHS guidance. The work requires the contractor to attend local monthly Town Hall meetings and address ethical principles and practices and prepare briefings and recommendations to NIDA/IRP management on the impact of New or changed regulations. The contractor must access, input and manipulate the Ethics Management Information System (EMIS) and track and monitor outside activities, joint appointments and other relevant information. EMIS information must be cross referenced prior to approval of HHS 520 and 348 travel forms. The contractor must review all ethics forms including Cooperative Research and Development Agreements (CRADA), financial disclosures and other relevant documents to ensure compliance. This work also includes integration of policy statements with applicable NIDA, NIH and Department guidance on outside activities and review of both foreign and domestic sponsored travel require for good ethical practices. Microsoft Word, Access and Excel must be used as work for spreadsheet tracking of travel requests. The contractor must coordinate review with senior staff on all NIDA/IRP ethics matters. Develop, as necessary, processes for review of patent prosecution requests and material transfer agreements prior to submission for approval. Sole Source Intent: Mr Stephen R.Gane is the only known source to NIDA that can provide the aforementioned requirements. Mr. Gane has 35 years of experience in business administration, contracts and grants, strategic planning, technology transfer programs including 14 years of NIDA experience specializing in ethical principles and practices. For his last 14 years with the Government, he served as NIDA?s principal point of contact on ethics, technology transfer, conflict of interest, outside activities and related domestic and international travel program issues. He managed daily activities of the ethics program, and wrote NIDA?s ethics policies and instructional memoranda. He reviewed and reported on financial disclosure reports, and worked with the Ethics Management Information System. He tracked travel events attended by NIDA staff and had extensive experience in reviewing and/or approving sponsored travel requests. He also served as a reviewer for technology transfer documents, confidential disclosure statements, and CRADAs. He also served as a liaison between NIDA and other NIH component technology transfer service centers. Concluding Statement: This is not a request for competitive quotations; however intereted parties may submit a capabilities statement. This statement and any other furnished material must be in writing and must contain in sufficient detail to allow NIDA to determine of the party can perform this requirement. Capabilities statements from other small business only must be received in the contracting office by 3:00PM EST. October 11,2005. A determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
