- The Bureau of Prisons is seeking quotes from sources having the ability to provide community based outpatient assessment and counseling services for male and female Federal offenders held under authority of United States Statutes located in the vicinity of 916 Nebraska, Sioux City, Iowa 61105 or as defined within the boundaries North of I-29 and Gordon Drive (Highway 12), West of Lewis Blvd., South of 20th Street and East Hamilton Blvd., Woodbury County, Iowa area and accessible to a local public bus transportation route. Performance period under this contract will be for a one year base period to begin on January 1, 2006 with four one year option periods with service ending (if all option years are renewed) on December 31, 2010. The services required for this contract include Line Item 1: Base Period, Option Year One, Option Year Two, Option Year Three and Option Year Four, respectively. Base Year, Estimated Number of Inmates 22: (7) Intake Assessments; Individual Counseling Sessions (30 minute = 1 unit) 96 Individual Units x 22 inmates = 2,112 total units; Group Counseling Sessions (30 minute = 1 unit) 144 Units x 22 inmates = 3,168 total units; (6) Mental Health Intake Assessment and Report (1 unit per inmate) 6 total units; (6) Medication Monitoring (1 unit per inmate) 6 total units. Option Year One, Estimated Number of Inmates 23: (7) Intake Assessments; Individual Counseling Sessions (30 minute = 1 unit) 96 Individual Units x 23 inmates = 2,208 total units; Group Counseling Sessions (30 minute = 1 unit) 144 Units x 23 inmates = 3,312 total units; (6) Mental Health Intake Assessment and Report (1 units per inmate) 6 total units; (6) Medication Monitoring (1 unit per inmate) 6 total units. Option Year Two, Estimated Number of Inmates 24: (7) Intake Assessments; Individual Counseling Sessions (30 minute = 1 unit) 96 Individual Units x 24 inmates = 2,304 total units; Group Counseling Sessions (30 minute = 1 unit) 144 Units x 24 inmates = 3,456 total units; (6) Mental Health Intake Assessment and Report (1 unit per inmate) 6 total units; (6) Medication Monitoring (1 unit per inmate) 6 total units. Option Year Three, Estimated Number of Inmates 26: (7) Intake Assessments; Individual Counseling Sessions (30 minute = 1 unit) 96 Individual Units x 26 inmates = 2,496 total units; Group Counseling Sessions (30 minute = 1 unit) 144 Units x 26 inmates = 3,744 total units; (6) Mental Health Intake Assessment and Report (1 unit per inmate) 6 total units; (6) Medication Monitoring (1 unit per inmate)6 total units. Option Year Four, Estimated Number of Inmates 27: (7) Intake Assessments; Individual Counseling Sessions (30 minute = 1 unit) 96 Individual Units x 27 inmates = 2,592 total units; Group Counseling Sessions (30 minute = 1 unit) 144 Units x 27 inmates = 3,888 total units; (6) Mental Health Intake Assessment and Report (1 unit per inmate) 6 total units; (6) Medication Monitoring (1 unit per inmate) 6 total units. The services described shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) Statement of Work dated August 2005. The solicitation will be available on or after October 11, 2005 and will be distributed solely through the General Services Administration?s Federal Business Opportunities web site http://www.fedbizopps.gov. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will be distributed solely through this site. The estimated closing date is on or about November 9, 2005.
