- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicit ation is issued as a Request for Quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-03. Acquisition is 100% set aside for small business concerns. The NAICS Code is 333 314 and the small business size standard is 500 Employees. The Offer Schedule (contract line item number(s), items, and quantities) are provided at the end of this document. Items are needed at Ft. Campbell no later than 26 Oct 2005. The provision at 52 .212-1 Instructions to OfferorsCommercial Items, is applicable and is addended as follows: Paragraphs (b)(4), (b)(5), (b)(10), (d), (e), and (h) are deleted. This provision is further addended to incorporate 52.252-1 Solicitation Provisions Incorporated by Reference (Fill-in information - www.gsa.gov); 52.216-1 Type of Contract (Fill-in information, firm fixed-price requirements); 252.204-7001 Commercial and Government Entity (CAGE) Code Reporting; and 252.209-7001 Disclosure of Ownership or Control by the Government of a Terrorist Country. Technical Specification is slightly more important than Price. The Government intends to make a single award to the responsive and responsible offeror whose offer is most advantageous to the Government considering price and non-price related factors. Evaluation criteria will be based on a technically acceptable lowest priced offer. Weatherproofing Waterproof/Nitrogen Purged Eyepieces Magnification 20-60x Eye Relief (mm) 20-12 Field of view at 1000 yds. 99-57 ft. The scope must be encased in a rugged and waterproof light alloy body. Additionally, the optic surface of the surface must be coated with 13 layers of EBC coating facilitating sharp and bright images. The scopes must come with a lifetime warranty against material and manufacturing defects and a tripod. The package must include a soft padded cordura nylon case, a 20-60x zoom eyepiece, and both objective lens and eyepiece covers.
