Description
This is a combined synopsis/solicitation for the design and development of the next generation of the Medical Analysis Tool (MAT), transforming MAT Version 2.x from a static planning tool to a dynamic planning tool that can be used in all phases of m ilitary operations. This tool is to become Global Combat Support System (GCCS) based so Combatant Command (COCOM) Surgeons and their Service components can dynamically interact with force-flow deployment and sustainment in all phases of the deliberate and crisis planning process. MAT is the only Joint Staff approved automated tool with two overarching principal functions: determination of medical support requirements and course of action (COA) analysis. These fucntions provide planners and decision-makers the tool for allocating critical medical resources. This PWS emcompases the initial phase of a multi-year effort that will markedly expand the planning capability into all types of environments the military forces may face. Proposals are being requested for this Firm-Fixed Price Award Fee acquisition. The Defense Contracting Comand- Washington DCCW, in support of Assistnat Secretary of Defense for Health Affairs (ASD(HA)), Joint Medical Information Systems Office (JMISO), Theater Medical Information Program -Joint (TMIP-J) Program Office. This RFP is a small business set-aside. Team ing Arrangements are encouraged. The NAICS code is 541512. A Firm-Fixed Price Award Fee, single award is intended. The Period of Performance for the base year is 12 months, with 4 options each for 12 months. This RFP closing date is 28 Septermber 2005 a t 9:00 a.m. eastern standard time.
