Description
The C-E LCMC Acquisition Center is seek sources on behalf of the PM Force Sustainment Systems and USA RDECOM, Command and Control Directorate, Army Power Division, Environmental System and Fuel Cell Branch to support the Armys Large Capacity Field H eater (LCFH) Performance Based Logistics (PBL) Program. We are seeking information relating to industry interest, current capabilities, and potential in performing the roles of Product Support Integrator (PSI)/Product Support Provider in support of the LC FH PBL Program. The Government is seeking information to develop a PBL concept for the LCFH. The Government has not committed to PBL for the LCFH at this time. IAW Army Regulation 70-1 and DOD 5000.1, PBL is DODs preferred support strategy for materiel systems. The Army will implement PBL, when appropriate, on weapon systems in order to provide the war fighter increased operational readiness; increased reliability; enhanced logistics response times; enhanced deployment support; enhanced wartime support; reduction in the logistics footprint; and reduction in logistics costs. The term PSI refers to both government and civilian agencies with which we may establish a contract or an agreement. Under a PBL contract, the contractor would be responsible for a large portion of the LCFH logistics support, such as supply chain management and reduction in scheduled and unscheduled Crew, Organizational and Direct/General Support level maintenance through improvements to the system. The Army would retain responsibil ity for all maintenance of the LCFH. Sustainment training would be the contractors responsibility. The support process is required to be transparent to the war fighter. In addition, the contractor would be responsible for LCFH configuration management, to include recommendation and implementation of configuration changes to improve performance and reliability. No hard copies or copies via email will be available. Responses shall also be submitted in accordance with the full announcement in IBOP.
