- The Naval Air Warfare Center is conducting market research only to identify companies who may have expertise in one or both of the following technical areas. Technical area (1) Infrared (IR) Modeling algorithm development including the development of dynamic sea surface IR algorithms, IR open ocean and littoral background algorithms and data, IR target models and data). Familiarity with Composite Hard Body and Missile Plume (CHAMP) code and Real time CHAMP codes and able to integrate new algorithms and data into CHAMP/Real Time CHAMP codes. Technical area (2) Design, integration, fabrication, production, and support engineering experience with radar, data links, and modern signal collection systems for airborne, shipboard, and submarine platforms. Engineering knowledge and experience with advanced submarine systems including Maritime Surveillance, advanced systems integration on submarine platforms, as well as the knowledge and ability to integrate airborne platforms with submarine platforms. Submissions should also include company name, facility clearance level or ability to obtain and maintain a facility clearance, point-of-contact information, and company size. The Government is not interested in general company capability information and will not accept such submissions. All replies should be five (5) pages or less for each technical area and interested sources should submit replies by email only no later than 4:00 p.m. PST on 18 October 2005. Acknowledgement of receipt will not be made. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. This request for information is for planning purposes only and sha ll not be considered as a Request For Proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this RFI or the Government use of such information. The Government reserves the right to reject, in whole or part, any contractor input resulting from this RFI. This RFI does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Navy in developing its acquisition strategy and in its Statement of Work/Statement of Objectives and Performance Specifications. The information resulting from this RFI may be included in one or more RFPs, which will be released to industry. Industry is encouraged to respond with information not constrained by limited or restricted data rights. However, if such data is included in your reply, please mark it appropriately.
