- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Undersea Warfare Center, Division Newport, has a requirement to contract for the development and fabrication of a versatile, safe and environmentally friendly water-impact location identifier to serve the test and evaluation needs of advanced munitions development programs. This project, identified as the Soft Impact Location Capability (SILC), will provide a modular, portable system to support full-envelope testing of advanced ordnance systems using shallow water ocean impact areas in lieu of traditional land-impact ranges. This approach locates ordnance impact areas in modest water depths (12-100 meters) that enable post-test recovery of the projectiles. System must support remote command and control of the system and data telemetry over distances out to 50 n. miles. A single contract will be awarded for the delivery of a set of first article components, and then followed by the delivery of the production quantities. Procurement History: Using a spiral development process, two contracts were previously awarded under BAA-043338 September of 2004, to develop initial prototypes under the spiral 1 phase. One contract was awarded to C&M Technology, Inc. of Old Saybrook, CT for $512,142 and the other contract was awarded to METOCEAN Data Systems Ltd. (MARTEC Group) of Dartmouth, Nova Scotia, Canada for $512,000. Both of these contracts resulted in a sea-test demonstration of the respective prototype systems. Under spiral-2 development, the new acquisition being advertised herein will identify additional enhancements and requirements beyond what has been previously demonstrated by either C&M or METOCEAN.
