The Base Period is 2 years, Award Term 1 is 2 years, Award Term 2 is 1 year, Award Term 3 is 1 year, and Award Term 4 is 1 year. Vendors are advised that the ESAT procurement is subject to an Organizational Conflict Interest. The offeror will be required to disclose any relationship it has with laboratories that have CLP or QATS contracts or other commercial analytical laboratories that perform environmental analysis. An offeror with relationships in such laboratories will be required to propose its approach for avoiding, neutralizing, or mitigating any significant potential for COI. A offeror which is found to have a significant potential for COI that cannot reasonably be avoided, neutralized, or mitigated or who otherwise fail to provide an adequate COI Plan will be determined non-responsible and eliminated from the competition in accordance with FAR 9.104-1(g) and 9.504. A request for proposal (RFP) is available at the following web address under pre-solicitation notice/procurement: http://www.epa.gov/oam/srpod/index.htm.
