Description
The Social Security Administration (SSA) is seeking quotations for Champion 370XG or 370XT (brand name or equal) Hydraulic Paper Cutter for the Social Security Administration?s (SSA?s) headquarters in Baltimore, Maryland. This notice is a combined synopsis/solicitation for commercial items (as defined by Federal Acquisition Requlation (FAR) 2.101) prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested, however, a written request for quotation (RFQ) will not be issued. This acquisition is subject to FAR Subpart 13.1 regarding the application of simplified acquisition procedures. All responsible business sources may submit a quotation which shall be considered. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-08. OBJECTIVE: The objective of this solicitation is to obtain a Hydraulic Paper Cutter for SSA's Duplicating Center in Baltimore, Maryland. SCOPE: This specification describes requirements for a Hydraulic Paper Cutter for SSA's Duplicating Center in Baltimore, MD. SPECIFICATIONS: Vendor shall supply 1 each hydraulic paper cutter. The paper cutter shall be Champion 370XG or 370XT or equivalent with the following specifications: minimum cutting width-35?, maximum cutting width-40?, minimum cut without false clamp plate-3/4?, minimum cut with false clamp plate-2 5/8?, maximum cut depth-40?, clamp opening without false clamp plate-5 ??, clamp opening with false clamp plate-5?, clamping method-hydraulic and manual, maximum clamping force-7,000 lbs., backgauge control-power, U.L listed. TERMS AND CONDITIONS: The provisions of FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (OCT 2003) are incorporated by reference. FAR 52.212-5 (JULY 2005) applies as follows: (b)(5), (b)(14), (b)(15), (b)(16), (b)(17), (b)(18), (b)(19), (b)(20), (b)(24), (b)(26), (b)(32). INSTRUCTIONS FOR SUBMITTING QUOTATIONS: The provisions of FAR 52.212-1, Instructions to Offerors -- Commercial Items (JAN 2005) applies and is hereby tailored as follows: Paragraph (a) The NAICS Code is 339942, 500 employees. Paragraph (b)(4) - Product literature providing a detailed technical description of the item being offered is required as part of the offer. Paragraph (b)(8) - A completed copy of the representations and certifications at FAR 52.212-3 (MAR 2005 version) is required as part of the offer. The following additional information applies: All quotes shall include prompt payment terms; Data Universal Numbering System (DUNS), Tax Identification Number (TIN), and full name and address to whom the purchase order award shall be made out to. All shipments associated with the purchase order award shall be on an F.O.B. destination basis only and shall be shipped to SSA, Attn: Receiving Clerk, Social Security Administration, Annex Building 6401 Security Boulevard, Baltimore, MD 21235-6401. The time of delivery shall be no later than 60 calendar days from the date the contractor receives the purchase order award from the Government. Offers shall be submitted to the attention of the Contract Specialist, Deborah R. Wilson, Social Security Administration, Office of Acquisitions and Grants, 1st floor-Rear Entrance, 7111 Security Boulevard, Baltimore, Maryland 21244 no later than 3:00 p.m. local prevailing time on Thursday, August 29, 2005. All offers shall be submitted on a firm-fixed-price basis the total price and shall reflect the same. EVALUATION CRITERIA: The provisions of FAR 52.212-2, Evaluation -- Commercial Items (JAN 1999) (Custom Tailored), for evaluation purposes, a purchase order award shall be made to the technically acceptable, lowest total price offeror.
