Description
U.S. Army Research, Development and Engineering Command (RDECOM), Communications-Electronics Research, Development and Engineering Center (CERDEC) Intelligence and Information Warfare Directorate (I2WD), Fort Monmouth, NJ, is seeking sources to submi t technical information and descriptions for potential Non-Developmental Items (NDI) or commercial equipment for upgrading the TROJAN Special Purpose Integrated Remote Intelligence Terminal (SPIRIT) II satellite communications (SATCOM) terminals. The upgr ade kits are to include a state of the art mobile SATCOM antenna and RF transmitter and receive subsystems. A preliminary set of requirements is listed in the attached draft specification. The existing SATCOM terminals are used to provide transmit and re ceive satellite communications in the C and Ku-bands. The upgraded TROJAN SPIRIT II SATCOM antenna shall be capable of transmitting and receiving satellite communications in the C, Ku, X and Ka-bands. The Contractor shall provide the required certificati ons for operations with C and Ku-bands commercial satellite systems as part of the upgrade kit program. The Government has included requirements for these terminals to operate in the Ka and X-band satellite communications bands. If either of these options is exercised, the Contractor would be responsible for providing RF transmitter and receive subsystem co mponents for Ka and X-band and obtaining DISA certification for operations with DSCS satellites. For potential future upgrade, the terminal design shall be such that the terminal will be capable of operation in the Ka and X-bands without modification to t he upgrade kit. A draft specification for the TROJAN Special Purpose Integrated Remote Intelligence Terminal (SPIRIT) II Satellite Communications (SATCOM) Upgrade Modification Kit, dated 30 August 2005, is provided for reference and is available for download by clicking o n 'CECOM-Market Research' at the Army Single Face to Industry website: https://abop.monmouth.army.mil/. Interested parties should submit a white paper no greater than ten pages in length and should include at a minimum the following information: 1) Technical description of the interested parties SATCOM system to include configuration and capabilities. 2) Information regarding users and performance of the interested parties SATCOM system currently in use or previously fielded. To be considered as part of the market research, documentation should be received no later than 11 October 2005. Also, the Government anticipates scheduling an Industry Day at a date and time to be determined. This white paper is for information and planning purposes only, does not constitute a solicitation for bids or proposals, and is not to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to th is synopsis. Responding firms should indicate whether or not they are a small business.
