- FORMAL NOTICE OF A76 COMPETITIVE SOURCING STUDY. This notice constitutes a formal announcement and commencement of the A-76 cost comparison study for all operations at the Collbran Job Corps Civilian Conservation Center .The A-76, Streamlined with MEO Competitive Sourcing Study begins 9/29/2005 and is being conducted under the revised OMB Circular A-76, dated 29 May 2003. This study is expected to be completed on or earlier than December 29, 2005 at which time a formal decision shall be rendered. These services are located at the Collbran Job Corps Civilian Conservation Center, Collbran, Colorado, and are performed by fifty eight and one half (58.5 FTE) personnel. Reviews shall be conducted in accordance with Circular A-76. This synopsis serves to publish not only the official start date in FEDBIZOPPS but to provide essential information about the study and the potential opportunity to contract for the requirement. The Competitive Sourcing Official (CSO) is Elizabeth Harrison, the Agency Tender Official is Gove Aker, and the Contracting Officer is Diana Terrell. Any Solicitation resulting from this Streamlined Competition will be made available on www.fedbizopps.gov if and when it is released.
