- NAVAIR Orlando Training System Division, Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), 12350 Research Parkway, Orlando, FL 32826-3276 intends to solicit responsible sources for Instructor/Training Augmentees to support efforts at Ft. Carson, CO. This Ft. Carson effort will be set-aside for 8(a) companies and therefore only 8(a) companies should reply to this sources sought notice. The intent of this notice is to identify potential 8(a) sources to support this effort. The Government intends to make one (1) award via competition to a responsible successful 8(a) contractor. Requirement: A Non-Personal Services effort to provide instructors and trainers to augment civilian and military instructor and trainers in the grades of E-7, and GS-9 to GS-11. Instructors and trainers are expected to relate to the training requirements from their experience. Generally, former military in the enlisted grades of E-7 and above with infantry and or combat medic experience have the knowledge necessary to teach these courses. Contractor?s employees will augment government personnel by instructing and training in classroom and field environments to a class size appropriate for the subject being taught. Contractor instructor and trainer effectiveness will be measured by their student pass or fail rate; in comparison to the civilian and military instructors they are augmenting. Contractor will be required to replace ineffective trainers. The following objectives are provided to demonstrate the task environment in which the services will be delivered. Existing training plans and supporting materials provided by the government are to be used. These objectives are not directives on how the services are to be provided but what traditionally has been required to successfully support the overall training objective. Training tasks and environments may or will change based upon new field experience and intelligence. The contractor is encouraged to assist and participate in the evolution of these changes, however the training doctrine will be the responsibility of the military. The contractor will provide instructors to augment military instruction and facilitate training in these areas (Drivers Training and Convoy Live Fire Exercise; Army Communications Training; Combat Lifesavers (CLS); Leader Soldier Training and Theater Specific Individual Readiness Training (TSIRT); Weapons Qualification; and Nuclear Biological Chemical (NBC) Training). Type of contract: The anticipated contract type is Firm Fixed Price (FFP) Period of Performance: The anticipated contract period is from 1 Jan 2006 to 30 Dec 2006 with a possible one-year option.
