NAICS Code: 541710 THIS IS A PRE-SOLICITATION SYNOPSIS FOR STUDENT SERVICES TO BE AWARDED ON A CONTRACT BASIS BY THE US ENVIRONMENTAL PROTECTION AGENCY. The solicitation number is UKE075 (RFQ-RT-05-00447). The Ecosystems Research Division (ERD), Athens, GA, of the National Exposure Research Laboratory, Office of Research and Development, U.S. Environmental Protection Agency, is seeking one student [a recent graduate (within two years) of a graduate degree program or a current graduate student with at least one year of graduate study in biochemistry, toxicology, aquatic biology, or related disciplines] to provide services under a contractual agreement in support of a research project focusing on effects of pesticides and other toxic substances on fish The Government will make the contract award based on the student's work experience, knowledge and skills, training and course work (GPA and number of course hours) as it relates to the services described in this Announcement. Qualified candidates will possess knowledge in the following areas: biochemistry and/or aquatic biology and toxicology. The student contractor will assist the mentor and others in the care and handling of fish, particularly small fish such as medaka, in laboratory aquaria; exposure of these fish to pesticides and other toxicants; and sampling of the fish and preparation of their various tissues for chemical analysis. The student contractor would primarily be responsible for: (1) maintenance of the aquaria and the water environment and feeding the fish, 2) preparation of toxicant solutions of known concentrations and exposing the fish to these through the water or feed at various levels over an established time course, 3) collection of fish at specified times and preparation of liver and other tissues for analysis by NMR (metabonomics) and/or gel electrophoresis/mass spectrometry (proteomics), and/or microarray techniques (genomics). All necessary instructions and training will be provided by Dr. Wayne Garrison, who will also serve as the student's mentor, Dr. Drew Ekman, and Mr. Chris Mazur, with collaboration by Dr. Richard Winn of the Aquatic Biotechnology and Environmental Laboratory (ABEL) at the University of Georgia. This work is to begin on or about November 2005. It is anticipated that the student contractor will work approximately 20 hours per week. The initial contract will be for one year, with a not-to-exceed maximum of 1,100 hours. There is a possibility of an additional year. The duty location is the Ecosystems Research Division, NERL, 960 College Station Road, Athens, GA 30605, with frequent assignments for work at the ABEL on the campus of the Univ. of Georgia in Athens. The hourly rate for this position is $17.60. The student contractor will be paid this basic hourly rate only for the number of hours worked and will not receive overtime premium. The student will not accrue leave or holiday benefits and is not paid for any non-work days, regardless of the reason. Federal, State, Local, and Social Security taxes will not be withheld; student contractors are responsible for reporting income to authorities and paying all taxes. The student contractor will be responsible for all costs of transportation to and from the principal duty station location and the ABEL. EPA does not provide housing, meals or other living expenses. The student contractor must be a recent graduate or a graduate student in good standing who is currently enrolled in an advanced degree program at a recognized educational institution. U.S. citizens are eligible to participate in this program. Non-U.S. citizens may be eligible to participate, depending on their immigration status and the applicable regulations of the United States Citizenship and Immigration Service (USCIS,) formerly known as the Immigration and Naturalization Service. Students who are EPA ORD employees, or the spouse or child of an EPA ORD employee, are not eligible to participate.
