Description
The NASA/Goddard Space Flight Center (GSFC) is issuing this Request for Information (RFI) to solicit information about potential sources on the Lithium-Ion Battery procurement for the Lunar Reconnaissance Orbiter (LRO) Project. This effort will support Code 431, the Robotic Lunar Exploration Program/Lunar Reconnaissance Orbiter (RLEP/LRO) Program. The proposed item(s) include four (4) Lithium-Ion batteries for the LRO spacecraft (one (1) test unit, one (1) qualification unit, one (1) flight unit, and one (1) flight spare). The Lithium-Ion Batteries shall meet the requirements as described in the Statement of Work, Contract Deliverables List, and Specifications documents attached to this synopsis. The NAICS Code and Size Standard are 335911 and 500 employees, respectively. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The DPAS rating for this procurement is DO-C9. The purpose of this notice is to identify small businesses (including small disadvantaged business (SDB) concerns, Historically Black Colleges and Universities (HBCUs), minority institutions (MIs), service-disabled veteran-owned small business, HUBZone, and women-owned small businesses (WOSBs)) that possess the technical capability to provide support for the requirement as a Prime Contractor. Interested offerors having the necessary specialized capabilities that complies with the requirements outlined in Statement of Work, Contract Deliverables List, and Specification documents and meets the delivery schedule should submit a brief capability statement. This capability statement should indicate the ability to be the Prime Contractor and perform all aspects of the effort described herein. It is insufficient to provide only general brochures or generic information. Your response must specifically address your capability regarding this procurement. Additionally, your responses must include the following: name and address of firm, size of business; whether they are small, small disadvantaged, 8(a), HUBZone, and/or woman-owned, affiliate information: parent company, joint venture partners, potential teaming partners, and a summary of past relevant experience with Lithium-Ion Batteries. It is requested that capability statements which specifically address your capability to support this procurement be submitted as described in the previous paragraphs by mail or electronic mail to: David Jung, Code 563, NASA/Goddard Space Flight Center, Greenbelt, MD 20771, or David.S.Jung@nasa.gov, no later than 5:00 PM EST on Wednesday, October 5, 2005. It is emphasized that this RFI is for planning and information purposes only and is NOT to be construed as a commitment by the Government to enter into a contractual agreement, nor will the Government pay for information solicited. Upon review of the information provided to NASA, it is the Government?s intent to release a ?Request for Proposal", which could lead to a contract award. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a small business based on responses hereto. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror?s responsibility to monitor these sites for the release of any solicitation or synopsis. An ombudsman has been appointed -- See NASA Specific Note "B".
