- U.S. Environmental Protection Agency, RTP Procurement Operations Division (E105-02), Attention: Terri Shook, Research Triangle Park, N.C. 27711 B-ENVIRONMENTAL CONSULTING SERVICES/SPECIAL STUDIES AND ANALYSES - NOT R & D PR-NC-04-10148 Terri Shook, Contract Specialist, (919)-541-3699 Julio Lopez, Contracting Officer, (919)-541-3112 The Environmental Protection Agency has a requirement for technical support, technical support studies, and administrative support for the review, revision, and/or development of critical environmental guidance/regulations, including Air Toxics Program, Title V Operating Permits Program, New Source Review (NSR), and prevention of significant deterioration (PSD) provisions of the Clean Air Act and related programs that cut across agency lines to the EPA. The successful offeror will be tasked with planning; logistics; materials; on-site duties for meetings/workshops/ events; and provide feedback, minutes of meetings, and verbatim transcripts for meetings, outreach, workshop, conference, technical training and similar presentations The successful offeror will also be tasked with technical support in the form of guidance; developing approaches; data collection; public access; analyses; responses; implementation; and other various technical support. The successful offeror will perform and provide studies and reports that may include analytical studies; developmental studies; technical studies; evaluation studies; and provide other support, including, but not limited to, assistance with studies/reports addressing State, Local and Tribal program requirements/approval status. The successful offeror will need to demonstrate a high degree of competence by understanding such factors as sound technical approach, sound technical results, choice of subcontractors/consultants, attention to detail, presentation format, effective administrative information gathering techniques, and demonstrate the magnitude and breadth of capabilities/experience of the personnel and subcontractor/consultant resources that will be employed to accomplish work under this requirement. EPA anticipates the award of a cost-plus-fixed-fee/level-of-effort/work assignment type contract with a base period of performance of 12 months and four additional twelve-month option periods. The total duration of the proposed contract is sixty months. EPA anticipates award of a total level-of-effort of 87,500 direct labor hours consisting of a base requirement of 8,250 labor hours plus 9,250 optional hours for each of the base and option periods. The contract will be awarded on the basis of a small business set-aside. The associated NAICS code is 541620 with a size standard of $6 million in average annual receipts over the preceding three fiscal years. This procurement is a follow-on to contract 68-D-00-208 with EC/R, Inc. The RFP will be issued approximately 4/20/05, and proposals will be due approximately thirty (30) calendar days after the RFP issuance date.
