- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Although this is a combined synopsis/solicitation, please refer to the hard copy solicitation available on the Gateway at http://progate.daps.dla.mil/. You must submit your quote on the hard copy solicitation. From the Gateway homepage, left-hand sidebar, select ?Search RFQs.? Then choose the RFQ you wish to download. RFQs are in portable document format (PDF). To download and view these documents you will need the latest version of Adobe Acrobat Reader. This software is available free at http://www.adobe.com. A paper copy of the solicitation will not be available to requestors. The combined synopsis/solicitation will be issued on 03 October 2005, with a closing date of 25 October 2005. Solicitation number SP0406-06-Q-9008 is issued as request for quotation (RFQ.) and replaces SP0406-05-Q-HP03, which was cancelled in its entirety on 30 September 2005. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005. Solicitation is a 100% small business set-aside and NAICS code is 325188, 1000 employees. Defense Priorities and Allocations System (DPAS) rating is DO-A1. Purchase request YPG05257000698 for NSN 6850-01-435-6465, Deicing-Defrosting and Antiicing Fluid, Concentrated Form (Propylene Glycol based; no Ethylene Glycol allowed) will result in a Firm Fixed Price contract under the provisions of FAR 13.5 for 1,136 DR with a 100% option. Unit drum contains 55 gallons. Requested delivery is 73 DARO for stock lines to AQ5, Tracy, CA (236 DR) and SRG, Richmond, VA (900 DR.) Specification SAE AMS1424F applies. Copies of the specification may be purchased from the Society of Automotive Engineers Inc at http://www.sae.org. As listed in the solicitation item description, contractor shall provide w/offer documentation required by spec section 4 to include acceptance, periodic, and preproduction tests to the contracting officer and offerors shall submit with their quote the FAA qualification letter stating that their fluid conforms to the SAE/AMS 1424F, type I and is listed in FAA order 8400.10 FOB Destination with Inspection & Acceptance Origin. This is a critical application item; type II shelf life applies. QAP 010 applies. MSDS and Hazard Warning Label are required. Automated Best Value System (ABVS) applies; the final contract award decision may be based on a combination of price, past performance, and other evaluation factors as described in the solicitation.
