This notice supersedes the presolicitation notice posted to FedBizOpps on July 22, 2005 under RFP DE-R52-05NA25694. This notice changes the RFP number from DE-RP52-05NA25694 to DE-RP52-06NA25694 to match the fiscal year under which the Final RFP will be issued, includes a Draft RFP for industry comment, and provides updated information pertaining to planned pre-solicitation and pre-proposal activities. The Department of Energy (DOE) National Nuclear Security Administration (NNSA) Office of Secure Transportation requires support services for the operation and maintenance of government-owned aircraft in support of the NNSA mission including: (1) air transportation of passengers and cargo to NNSA sites to support training and mission requirements, for research & development and emergency response, for classified and time critical materials to DOE/NNSA sites including the Department of Defense and other federal agencies and contractors; (2) operation of aircraft as aerial platforms in support of research and development programs of DOE and the national laboratories; and, (3) special flights for management and engineering personnel. The contractor will be required to operate and maintain seven government-owned aircraft including two Douglas DC-9-15Fs, one Douglas DC-9-33F, two deHavilland DHC-6s, one Learjet 35A, and one Gulfstream G-III. This procurement is a 100% Small Business Set-aside. The NAICS code is 481211 Nonscheduled Chartered Passenger Air Transportation and the size standard is 1,500 employees. The contract is for five years (a three-year base period & a two-year option). A Draft RFP is attached for industry review and comment. Questions or comments on the Draft RFP are requested, and must be submitted using the DOE e-Center Industry Interactive Procurement System (IIPS) ???Submit Question??? option. Respondents are cautioned that answers to questions and comments will be posted anonymously to IIPS and submission of a question or comment constitutes agreement to such dissemination; therefore, respondents are cautioned against including proprietary information. All questions and comments should be submitted by Friday, October 14, 2005. Prior to issuing a Final RFP, NNSA plans to schedule an NNSA Aviation Program Orientation & Site Tour for interested parties (details will be posted to the IIPS solicitation web page for this solicitation in the near future). NNSA also contemplates holding a pre-proposal conference after issuing a Final RFP (details will be posted to the IIPS solicitation web page for this solicitation).
