REQUEST FOR PROPOSAL TCR06 Disadvantaged Business Enterprises Agency: National Transit Institute Rutgers, The State University of New Jersey University Procurement & Contracting Administrative Services Bldg III 3 Rutgers Plaza New Brunswick, New Jersey 08901 ATTN: Cindy Johnson, Buyer Phone: (732) 932-4375 ext. 2309 / Fax: (732) 932-4390 E-Mail: cindyj@rci.rutgers.edu Date for receipt of proposals: Wednesday, January 25, 2006 The National Transit Institute (NTI) is seeking proposals to revise, as necessary, and deliver an existing three day training course, Disadvantaged Business Enterprise. It is the aim of the course that transit grantees, and others involved in the application and administration of the DBE requirements, have a complete understanding of federal requirements and engage in best practices with regard to leveling the playing field. The course emphasizes case studies and participatory learning activities that challenge the participant to apply DBE rules to specific transit situations. It covers such topics as DBE Regulation and USDOT Guidance, roles and responsibilities, goal-setting process, certification standards and procedures, procurement process, recordkeeping, monitoring and reporting, and, fraud detection and prevention. To obtain a copy of the complete Request for Proposal (RFP), send a written request on organization letterhead to the University Procurement and Contracting address above. Fax or e-mail requests will be accepted. Telephone requests are unacceptable. RFP?s will not be faxed. Requests will be honored if received by November 15, 2005. RFP?s will be mailed out shortly thereafter.
