Description
The National Defense Authorization Act of 1987, Section 2732 of Public Law 99-661 authorizes the Secretary of the Navy to enter into a long-term lease of real property located within the Broadway Complex of the Department of the Navy, San Diego, California. In exchange for the long-term lease, the lessee shall, at a minimum, construct 327,000 square feet of administrative space plus associated parking and support infrastructure on the leased premises to be used by the Department of the Navy (Navy), and provide additional space or services as allowed by the legislation. This waterfront property in downtown San Diego is located on North Harbor Drive, bounded by Broadway on the north and Pacific Highway on the east. Constructed between 1921 and 1944, the Broadway Complex consists of approximately 400,000 square feet of administrative space and 600,000 square feet of warehouse space. The Navy and the City of San Diego have entered into an agreement adopting a development plan and urban design guidelines (Development Agreement), which are intended to provide certainty in the development approval process and can be further assigned. A copy of the agreement and amendments are provided at Appendix 1. The Navy does not have authority to enter into a business partnership with the lessee. Accordingly, DON will not share in the risk of losses arising from the lessee's development of the leased premises. This lease is not governed by the Federal Acquisition Regulations (FAR). However, certain FAR provisions will be incorporated into the long-term lease for administrative convenience purposes or to ensure compliance with certain statutory requirements. In connection with this project, Navy has initiated actions required under the National Environmental Policy Act and the National Historic Preservation Act. The lease will be executed for the government by the Naval Facilities Engineering Command. Interested parties must submit a full proposal including a technical proposal consisting of a vision statement, development qualifications, detailed conceptual site plans, detailed conceptual design plans, and qualifications of key personnel, and a financial proposal consisting of a statement of project ownership, financial information, development budget, sources and uses of funds, a statement of additional consideration and a completion schedule. Proposals inconsistent with the Development Agreement will be rejected. The Navy intends to issue this solicitation exclusively through the Internet. It is anticipated that the solicitation will be available on or about October 4, 2005 as Solicitation No. N6247306RP06X01 on the Internet at http://esol.navfac.navy.mil (free of charge). Use Solicitation No. N6247306RP06X01 to access the solicitation in the search engine. PROPOSALS WILL BE DUE ON JANUARY 4, 2006. A PRE-PROPOSAL CONFERENCE WILL BE HELD ON OCTOBER 18, 2005, IN SAN DIEGO, CA. DETAILS TO BE PROVIDED AT THE ABOVE WEB SITE. The official plan holders list, a list of all parties who have registered and requested a copy of the solicitation will be maintained and can be printed from the web site. Amendments will be posted on the web site for downloading.
