SUBPART: Engineering Services CLASSCODE: 58 ??? Communications Equipment SUBJECT: Transformational Communications Converged (IP) Ultra- Portable Mobile Multi-Networking and Collaboration Suite (TCCUP-MMNCS) DUE: 17 October 2005 POC: Penny Leya (843) 218-5927 Intro: SPAWAR Systems Center Charleston is soliciting information from potential sources for acquisition of Information Technology (IT) products and technical services in the Internet Protocol (IP) networking, telecommunications, and commercial Satellite Communications technologies to enable SPAWAR Systems Center Charleston to support the FBI???s remote and mobile, secure voice, video and data communications needs in the ongoing Global War On Terror (GWOT). The planned contract will be an Indefinite Delivery, Indefinite Quantity (IDIQ), Cost Plus Fixed Fee (CPFF) type contract. General Requirement: SPAWARSYSCEN Charleston has a requirement for design, development, integration, production, repair and maintenance, and lifecycle support for the Transformational Communications Converged (IP) Ultra-Portable Mobile Multi-Networking and Collaboration Suite (TCCUP-MMNCS), a custom-made secure voice, video and data communications system, comprised of both modified COTS and GOTS hardware and software. This acquisition will enable SPAWARSYSCEN Charleston to provide integrated, man-portable telecommunications solutions that terminate multiple remote users??? long- distance secure voice, video and data communications needs, including at least four simultaneous security enclaves over any of several WAN interfaces, seamlessly integrated into Corporate network services and the PSTN. These suites are used by small teams of remote users; solutions will leverage advanced and emerging commercial Information Technologies, including SCPS, PEP and TCP/IP data acceleration; bandwidth efficient and dynamic satellite modems (SCPC, TDMA, CDMA, etc.); Inmarsat and leased commercial satellite services; Type I (HAIPIS-compliant) Inline Network Encryptors (INE) and commercial AES encryption methods (FIPS 140-2); secure wireless networks (IEEE 802.11 series); Voice-Over IP (VoIP); VTC (H.323); Ethernet LAN/WAN networks (IEEE 802.3); Internet Tunneling; STUIII and FNBDT; and ISDN (BRI/PRI) technologies to provide secure voice, video and data services integrated into one-person portable packages that are commercial airline ???carry-on??? compatible. These integrated solutions will employ various ruggedized components, including multiplexers, routers, serial and IP interfaces, computers, HMI terminals, universal AC/DC power systems, encryption devices, and other ancillary equipment, selected for ???field??? use and qualified via electrical and mechanical Environmental Qualification Tests, such as ???loose cargo??? and drop testing. TCCUP-MMNCS will be deployed to remote sites both in CONUS and OCONUS, world-wide. Encrypted voice, video and data Internet Protocol (IP) Command networks are connected to deployed FBI law enforcement teams via leased ISDN, Internet, Inmarsat satellite, or leased satellites. TCCUP- MMNCS will provide a worldwide, high- capacity, full-duplex, multi-level secure means for exchange of voice, video (and audio), data, imagery, and other information products. To provide for rapid prototyping and Low Rate Initial Production of the TCCUP-MMNCS, the Government requires that the prospective Contractor have at least ten (10) years experience in the design, manufacture and marketing of advanced Information Technology (IT) solutions to the US Government, in particular the FBI and the DoD, with special emphasis on Information Assurance and Information Security, as well as certification and accreditation of integrated voice, video and data communications over high latency, high Bit Error Rate (e.g. greater than 1.0E- 6), and extremely dynamic bandwidth satellite and terrestrial links. Due to the risks inherent in integrating new requirements, capabilities, or performance specifications into IT projects,The prospective Contractor must be capable of delivering a fully functional prototype TCCUP-MMNCS within sixty (60) days following receipt of contract. Contractor must have at least five (5) years experience performing maintenance and support of similar systems, including maintaining a Help Desk for user support Firms are invited to submit appropriate documentation, literature, brochures, and references (limited to 50 pages maximum) to support their expertise and show past history of telecommunications, commercial Satellite Communications, and Information Technology (IT) products and related technical services with capabilities to meet or exceed the stated requirements.
